As a Railroad Safety Inspector (Opering Practices), you will : Examine carrier opering rules and employee qualificion guidelines; observe employees for compliance with rules reled to the movement of trains; and assist with blue signal protection inspections; Administer the Federal alcohol and drug control program (Part 219), hours of service (Part 228), and engineer/conductor certificion standards (Parts 240/242). Synthesize da from locomotive event recorders and dispching software to verify speed compliance and signal indicions. Evalue the relionship between figue, training, and operional stress on railroad employee performance. Investige accidents by ing sites and determining probable cause (human factors, equipment, etc.); interview employees and witnesses; and investige complaints from the public regarding unsafe practices. Document complex rule violions to withstand legal scrutiny during civil penalty proceedings. Write narrive reports describing accidents and recommending preventive measures. Provide evidence to assist in prosecution and appear in federal court as a witness for the government. The ideal candide is a mid-level professional to serve as a Railroad Safety Inspector (Opering Practices). In this role, you the "boots on the ground" ensuring th railroads opere safely and in compliance with Federal laws. RAILROAD STOCK
Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hhaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited. Qualificions To meet the minimum qualificions for this position, you must meet the specialized experience qualificions for the grade which you are requesting considerion. To qualify for the Grade 12 , you must have least one year of experience equal or equivalent to the GS-11 it must include: Experience applying regulions and orders covering employee qualificions, hours of service, occupional safety and health, radio rules, opering rules and practices, alcohol and drug program administrion, and locomotive engineer certificion to maintain compliance. Experience investiging railroad accidents, collecting evidence accident sites, and interviewing witnesses to determine probable cause. Experience examining carrier records (accident/injury files, hours-of-service, dispching logs) to identify non-compliance and reporting discrepancies.
