Technicians and gain ALANG membership, all current federal employees, all U.S. Citizens Duties Help (1) Serves as the sole technical transportion advisor to all stewide or base opering officials on all mters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportion considerions relive to the domestic and internional movement of equipment, supplies, and personnel via surface and air modes. Develops, maintains, and exercises the commercial traffic functions of mobilizion plans, as well as training programs for managers and mobilizion augmentees on reled transportion subjects. Assists the Defense Movement Coordinor (DMC), as required, with the preparion of the commercial transportion portions of the Automed Unit Equipment List (AUEL). (2) Manages all meriel distribution activities, including organic ground transportion for cargo and personnel. Uses military and commercial transportion to move cargo and personnel using a multitude of vehicles in direct support of mission requirements. This includes light and heavy-duty vehicles such as buses, truck and semi-trailer combinions, forklifts, and wrecker/recovery vehicles. Administers and facilites operions associed with packaging, classifying, and arranging cargo for shipment or storage. Plans, organizes, and directs vehicle transportion to support operional missions. (3) Ensures th traffic management and transportion services required to support the mission are accomplished. This includes services incident to receiving, processing, and dispching commodity and passenger traffic; to include demurrage charges, drayage and other accessorial services not directly reled to line-haul movements. Ensures the preparion of Transportion Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Reconciles Commercial Bills of Lading to verify receipt and shipment of equipment and supplies. Establishes local policies and procedures to support the economical movement of contractually procured merials from vendors. Interprets and enforces Federal, ste, and local regulions concerning the movement of hazardous merials and general commodities through various modes of carriage. (4) Inspects, or provides for inspection of, commercial carrier terminals to loce and expedite delivery of astray government shipments. Ensures carrier capability complies with government requirements and specificions. Manages the Carrier Performance Program for the ste and provides input to Surface Deployment and Distribution Command. (5) Reviews, as required, individual paperwork associed with a Permanent Change of Stion (PCS) Personally Performed Moves (PPMs) to ensure requested reimbursement on charges are in line with a commercial PCS move. (6) Procures domestic and internional travel for both military and civilian passengers. Reviews the travel arrangements provided by the Travel Services Contractor ensuring th special fares and/or discounts are utilized when feasible. Ensures advance procurement of transportion services to achieve greest overall cost efficiency and oversees the audit of the Travel Services Contractor for applicion of approprie discounts for official travel. Monitors the approved Travel Agent for official travel for quality assurance as a Contract Officer Representive (COR). Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Ensures all travel requests are accompanied by approved travel orders and reconciles billing of requested travel services. (7) Provides coordinion, as required, for the base's Space Available (A) travel program which may include but is not limited to: oversight of the manifesting of passengers, coordinion with Base Operions and Security, checking passenger credentials to determine authorizion for Space A use, and/or providing security and safety briefings to passengers. (8) Coordines with functional managers to ensure assets (i.e., reusable containers) are accounted for, serviceable, properly stored and maintained for deployment. Manages and inspects containers for the shipment of arms, ammunition, and explosives (AA&E). Verifies safety inspection certifices of commercial carrier equipment prior to use. (9) Exercises supervision over subordine employees. Implements provisions of personnel management such as the Equal Employment Opportunity (EEO) program, merit promotion, career development, performance appraisals, counseling service, incentive awards and position management. Selects or contributes significantly to the selection of subordines as required. Hears employee grievances and works with union representives as necessary. (10) Performs other reled duties as assigned.

1-year specialized experience equivalent to least the next lower grade. Experience, educion, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, Ste, and local laws, and regulions concerning transportion and traffic procedures. Knowledge of transportion requirements and systems for specific geographic areas (Internional and Continental United Stes). Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
KNOWLEDGE REQUIRED
- -Exercises a comprehensive knowledge of a wide range of traffic management policies, principles and practices as well as an in-depth knowledge of commercial traffic management activities.
- -Practical knowledge of industry practices and procedures and established regulions, requirements, and techniques reled to the transportion program.
- -Broad knowledge of organizional practices and activities and skill in applying this knowledge to plan and accomplish a variety of complex work assignments, and the ability to identify, analyze and resolve transportion issues or problems.
- -Knowledge of financial/budgetary requirements sufficient to perform monthly reconciliion of all charges associed with the transportion program.
