Position Overview Tatra Solutions is seeking an experienced Site Manager with a minimum of 10 years' experience to lead aircraft wash, corrosion control, aircraft towing, lubrication, de-paneling, cleaning, environmental compliance, and maintenance support operations at Dover Air Force Base. The Site Manager serves as the senior on-site representative responsible for managing all contract operations supporting C-5M Super Galaxy and C-17 Globemaster III aircraft. This position requires a seasoned aircraft maintenance professional with extensive experience managing personnel, aircraft ground operations, scheduled maintenance activities, quality control programs, environmental compliance requirements, and customer relationships in a military aviation environment. The Site Manager serves as the primary liaison with the Government Contracting Officer Representative (COR), Maintenance Operations Center (MOC), Production Superintendents, and other Air Force stakeholders to ensure safe, compliant, and timely execution of all contract requirements. Key Responsibilities Contract Operations Management Manage all aircraft wash, corrosion control, lubrication, de-paneling, towing, cleaning, and maintenance support operations. Ensure all contract requirements are performed in accordance with the Performance Work Statement (PWS), technical orders, Air Force Instructions, and local operating procedures. Direct daily work assignments and staffing to support scheduled and unscheduled aircraft maintenance requirements. Ensure all required services are completed within established performance standards and timelines. Maintain continuous coordination with the Maintenance Operations Center (MOC), Maintenance Production Superintendents, Plans and Scheduling, and Government representatives. Personnel Leadership Supervise and manage contractor personnel supporting 24-hour operations. Ensure employees maintain required qualifications, certifications, and training records. Develop workforce schedules that support routine operations, emergency response requirements, and mission-essential services. Foster a culture of safety, accountability, professionalism, and customer service. Aircraft Maintenance Support Oversight Oversee aircraft towing, washing, lubrication, de-paneling, interior cleaning, and corrosion control operations on C-5 and C-17 aircraft. Ensure proper use of technical data, maintenance documentation, and automated maintenance systems. Verify completion of required AFTO documentation and G081 maintenance actions. Monitor performance to ensure compliance with aircraft maintenance and quality standards. Quality Assurance & Safety Implement and maintain the company Quality Control Plan. Ensure compliance with OSHA standards, Air Force safety requirements, and aircraft maintenance safety procedures. Maintain effective Foreign Object Damage (FOD) prevention and tool control programs. Investigate incidents, mishaps, customer complaints, and performance deficiencies and implement corrective actions. Environmental Compliance Ensure compliance with all Federal, State, Air Force, and Dover AFB environmental regulations. Oversee hazardous material management, spill response procedures, waste disposal activities, and environmental reporting requirements. Ensure designated personnel maintain Hazardous Waste Manager qualifications. Monitor contractor operations to prevent environmental violations. Emergency & Mission Essential Support Ensure contractor management personnel remain available 24 hours per day, 7 days per week for operational coordination. Coordinate emergency aircraft recovery, cleaning, and maintenance support requirements. Maintain contingency plans supporting mission-essential services during emergencies, contingencies, and elevated force protection conditions. Minimum Qualifications Minimum 10 years of aircraft maintenance experience with a working knowledge of: Heavy aircraft maintenance operations Aircraft ground handling procedures Scheduled aircraft maintenance programs Aircraft towing operations Corrosion control and aircraft cleaning programs Demonstrated experience supervising aircraft maintenance or aviation support personnel. Strong knowledge of aircraft maintenance documentation and technical data usage. Experience managing safety, quality control, and compliance programs. Excellent communication and leadership skills. Ability to work effectively with military personnel, government officials, and contractor employees. Preferred Qualifications Experience supporting Air Mobility Command (AMC) operations. Previous management experience supporting C-5 and/or C-17 aircraft. Experience working within Air Force maintenance organizations. Familiarity with G081 Maintenance Information System. Knowledge of aircraft corrosion control programs and wash operations. Experience managing large aviation maintenance support contracts. Security Requirements Must be a U.S. Citizen. Must be eligible to obtain and maintain required installation access credentials. Must be able to obtain a favorable National Agency Check. Must be eligible for Common Access Card (CAC) and network access, if required. Must successfully complete all required Air Force training and security requirements. Physical Requirements Ability to work indoors and outdoors in varying weather conditions. Ability to access aircraft work areas, maintenance stands, ladders, and confined spaces. Ability to work around active aircraft operations and flightline environments. Ability to wear required personal protective equipment (PPE).
Pay:
