TRAFFIC MANAGEMENT
SPECIALIST, GS-2130-11, you will serve as the sole technical transportion advisor to all stewide or base opering officials on all mters dealing with commercial movement of personnel and equipment. Analyze and advise on transportion considerions relive to the domestic and internional movement of equipment, supplies, and personnel. Develop, maintain, and exercise the commercial traffic functions of mobilizion plans, as well as training programs for managers and mobilizion augmentees on reled transportion subjects. Assist the Defense Movement Coordinor with the preparion of the commercial transportion portions of the Automed Unit Equipment List. Develop budgetary and financial planning da in support of traffic management functions. Manage meriel distribution activities, including organic ground transportion for cargo and personnel. Ensure traffic management and transportion services required to support the mission are accomplished. Ensure preparion of Transportion Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Reconcile Commercial Bills of Lading to verify receipt and shipment of equipment and supplies. Establish local policies and procedures to support the economical movement of contractually procured merials from vendors. Interpret and enforce Federal, ste, and local regulions concerning the movement of hazardous merials and general commodities through various modes of carriage. Review paperwork associed with a Permanent Change of Stion Personally Performed Moves to ensure requested reimbursement on charges are in line with a commercial PCS move. Procure domestic and internional travel for both military and civilian passengers. Monitor the approved Travel Agent for official travel for quality assurance as a Contract Officer Representive. Provide coordinion for the base's Space Available travel program. Coordine with functional managers to ensure assets are accounted for, serviceable, properly stored and maintained for deployment. Manage and inspect containers for the shipment of arms, ammunition, and explosives. Exercise supervision over subordine employees. Provide training designed to improve employee performance. CONDITIONS OF EMPLOYMENT
You must maintain membership in the Kentucky Nional Guard. You must be assigned to a compible military position. Wear of the military uniform. Position may require a pre-employment physical. MINIMUM REQUIREMENT
Experience and knowledge of administrive, professional, analytical, or other work reling to traffic or transportion programs or operions. Experience using computer and automion systems.
SPECIALIZED EXPERIENCE
Must have least 36 months experience performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, Ste and local laws, and regulions concerning transportion and traffic procedures. Knowledge of transportion requirements and systems for specific geographic areas (Internional and Continental United Stes). Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
