Job Description

Summary Incumbent is responsible for the safe, orderly and expeditious flow of air traffic through Metering Control of departure traffic on the Non-movement areas of the Newark Liberty International Airport (EWR). Dimensions of Position A Ground Management Program (GMP) operator shall support the system in a tactical and pre-tactical nature, shall work on site at EWR and shall be the primary System Operator during all times that the system is in operation. A GMP Operator shall have a thorough working knowledge of Air Traffic Management in the New York Region, in particular, the impact of fix and route availability in relation to the health of the surface operation at EWR. Incumbent works under the general supervision of the Ground Management Program Manager who relies on the incumbent to perform established duties independently. On new or revised procedures, the manager gives detailed instructions, observes, and checks work during or immediately after completion according to complexity of the task or until satisfied the incumbent is able to perform the procedure independently. Accountability Makes decisions and recommendations involving: The sequence and separation of gate traffic ready for pushback and engine start. Plans the sequence of arriving traffic, using provided electronic aids, i.e. Aerobahn, prior to arrival at the airport. The merging of arriving and pushback traffic that will assure all aircraft equitable treatment and provide for minimum delays. Determines the usability of and resolves problems with: Communications equipment Aerobahn Technology Gate Management computer programs EWR GMP is not a positive control facility. Incumbent will be required to communicate recommended actions to airline, airport, and FAA employees to aid them in coordinating with each other to determine when to instruct aircraft to taxi, who to follow, taxi route, intermediate hold points, route clearance limit, and frequency transfer points. Incumbent will initiate, and respond to, necessary coordination with
EWR ATCT
Ground Control concerning the movements of inbound and outbound aircraft. Execute procedures required of the local Surface Movement Guidance and Control System Plan (SMGCS) during periods of reduced visibility, execution of the local Ice Threat Management Plan during periods of aircraft anti-icing, and the local Gate Hold program when initiated by the
FAA EWR ATCT.
Provide airlines with, when required, field conditions, altimeter settings, weather conditions, operating status of navigational aids and NOTAMS. Performs lower grade level duties as necessary to meet operational requirements and for proficiency maintenance. Provides OJT training to others. Requirements Individuals with previous experience at one of the New York Airports are preferred. A qualified individual must have at least 2 years experience as a fully qualified, active ATC, pilot or airline dispatcher. Have the ability to deal with customers in a courteous, enthusiastic and professional manner; ability to effectively use interpersonal skills in order to resolve problems and customer complaints. Position is subject to drug and/or alcohol testing per RVA's non-DOT policy (pre-employment, random, reasonable cause/suspicion, post-accident). Applicants must be able to successfully pass a ten-year background check.
