//richwoodtx.gov/office-of-the-city-secretary/human-resources/ Summary This position performs a combination of customer service, utility billing, permitting support, and municipal court duties. Responsibilities include processing payments, maintaining utility and permit records, coordinating inspections, and providing customer support. Additionally, the position is responsible for clerical and operational support of the Municipal Court, including case processing, docket preparation, payment plans, and maintaining court files in compliance with state law. This role requires strong attention to detail, accuracy, professionalism, and the ability to interact with the public in a courteous and efficient manner. Essential Duties & Responsibilities Customer Service / Utility Billing / Permitting
  • Acts as cashier for all payments, including utilities, permits, facility rentals, and inspections.
  • Processes utility service requests including new accounts, transfers, cancellations, and billing inquiries.
  • Enters, posts, and reconciles payments (in person, online, and mail).
  • Maintains utility customer accounts and meter reading records.
  • Prepares daily, weekly, and monthly utility and operational reports.
  • Maintains and logs permits such as building, plumbing, electrical, HVAC, RV, animals/livestock, food, golf carts, and burn permits.
  • Coordinates inspections with Public Works, contractors, and regulatory agencies.
  • Provides clerical support for Public Works, including storm-water compliance files and monthly reporting.
  • Schedules and maintains records for facility rentals (Municipal Building, pavilions, athletic fields, and parks).
  • Screens and directs visitors and phone calls for administrative offices. Municipal Court
  • Serves as primary public contact for Municipal Court inquiries (in person, phone, email, and mail).
  • Processes citations, complaints, payments, payment plans, and deferred options.
  • Prepares and distributes court correspondence including notices, hearing dates, and warrants.
  • Maintains accurate case records and updates court software.
  • Prepares court dockets, assists the Judge during proceedings, and maintains courtroom files.
  • Prepares, enters, and clears warrants and Failure to Appear/Violate Promise to Appear cases.
  • Coordinates with Police Department, Prosecutor, Judge, attorneys, and defendants.
  • Processes required state reporting including monthly DPS conviction reports and quarterly Comptroller reports.
  • Ensures compliance with state/local rules, retention requirements, and municipal court procedures.
Qualifications:
Qualifications Education & Experience
  • High School Diploma or GED required.
  • Level I Court Clerk Certification, or ability to obtain within 2 years of employment.
  • Prior customer service, records, clerical, or municipal experience preferred. Knowledge, Skills & Abilities
  • Ability to communicate professionally and effectively, both orally and in writing.
  • Spanish-English bilingual skills are preferred.
  • Strong organizational skills and attention to detail.
  • Ability to interpret and apply city ordinances and State law.
  • Competence in Microsoft Office and standard office software.
  • Ability to work with confidential and sensitive information.
