Job Description

This job classification description is intended to be generic in nature and not an exhaustive list of all duties and responsibilities. The specific tasks/duties may vary based on position assignment and as determined by the Town of Queen Creek.
JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for performing technical work locating, identifying and marking underground utilities using blueprints and electronic equipment.
DISTINGUISHING CHARACTERISTICS
This is a fully qualified level utility locator classification in the utilities maintenance and operations job family where tasks and assignments are performed using a variety of procedures and techniques. This is the experienced/journey level that is fully competent in the technical/functional aspects of utility locating. Work usually involves the application of sound technical principles and best practices associated with planning, diagnosis, troubleshooting and problem solving. Incumbents perform varied assignments requiring journey level knowledge in locating utilities.
ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town's needs. Performs work orders related to locating and identifying water, sewer and cable utilities; determines what type of materials, paints, flags, spikes, or stake markers are required to complete marking; does research for maps and improvements. Completes work order data and blue stake sheets; prioritizes, verifies, collects data, ensures process is completed using standard operating procedures and determines what information needs to be distributed to other departments or entities. Operates and maintains a variety of hand and/or power tools, which includes GPS unit, wire line locator, metal detector; and/or other equipment. Performs mapping GIS and GPS updates and edits in collaboration with applicable internal department(s). Follows safety procedures, utilizes safety equipment, and monitors work environment; reports any concerns in a timely manner. Participates in on-call program. Assists other utility crews (repair, meter, inspection) as needed. Performs related work as assigned.
MINIMUM QUALIFICATIONS
(at job entry)
Education and Experience:
High School Diploma or GED and 3 years of experience interpreting blueprints, maps, construction plans, or performing utility locating using electronic locating devices; or an equivalent combination of directly related education and experience.
LICENSING/CERTIFICATION REQUIREMENTS
Arizona Driver's License; Arizona Department of Environmental Quality (ADEQ) Grade I Water Distribution Systems Operator Certification (or obtain within 6 months of hire date); Maintain all certifications/licenses required at job entry
Special Requirements:
This position has been identified as a safety-sensitive position by Human Resources, per State and/or Federal Law. Upon conditional offer of employment, the candidate selected will be required to undergo testing for alcohol and controlled substances within twenty-four (24) hours of the offer.
KNOWLEDGE
Water lines, sewer, and electrical systems and the regulating standards; Utility locating requirements and standards, and operation of associated equipment; Arizona blue stake rules and regulations; Reading blueprints, as-builts, construction plans and maps; Basic knowledge of electricity; Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities; Water, sewer, irrigation, communication, electric and traffic signals construction; Occupational hazards and safe work practices. SKILLS Operating hand and power tools, light equipment such as GPS unit, line locator and metal detector; Performing various levels of comprehension and mathematical skills; Reading and locating blueprints, reading maps; Understanding and operating measuring devices; Using computers and related software applications; Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and other interested parties sufficient to exchange or convey information and to receive work direction.
