Job Description

The City of Monona is seeking a dedicated and experienced individual to serve as Working Foreman, responsible for the proper operation and maintenance of the water supply system, water distribution system, sanitary sewer collection system, and the storm water pumping system. This position involves planning, scheduling, and supervising the work of the crew engaged in the daily functions of the water and sanitary sewer utility. As such, the Working Foreman must have strong communication, collaboration and problem-solving skills. The Utility Working Foreman reports to the Deputy Director. This position will be open until filled. Duties and Responsibilities Communicates with the Deputy Director at the end of each workday on duties completed and planned duties for the next day. Sets operational priorities based on DNR and PSC regulations and reporting requirements. Coordinates the following required tasks and programs: Water system sampling program as required by the WDNR Cross Connection Control Program per State requirements Private well permit program per State requirements. Water valve exercising Hydrant flushing Manhole inspections Chemical feed systems Water meter testing Plans, schedules, and assigns daily work based on priorities; performs daily duties with the crew; maintains accurate records and reports of work performed by the crew. Monitors work in progress and assists as necessary; inspects work of the crew to ensure that work is complete and meets the City's standards. Dedicates time daily to complete and follow up on voice mails, emails, phone calls, and other customer requests. Instructs and trains crew members in correct methods, policies, and procedures and is responsible for the training of new utility employees. Ensures the utility crew adheres to OSHA standards for excavation entry, confined space entry, lock out/tag out procedures, and other workplace safety standards that may apply. Monitors the SCADA system, makes changes as needed, and responds to system alarms. Oversees maintenance of the telemetry system, makes changes to the system to control pump stations and wells, and troubleshoots telemetry system problems. Completes and submits government-mandated forms and reports by mandated deadlines. Responds to after-hours and weekend calls and emergencies, and coordinates all work needed to address the situation. When needed, works alongside crew in emergencies. Participates in snow and ice control operations and assists street crew as needed. Carries a City-provided cell phone at all times and occasionally monitors the SCADA system after normal work hours. Performs any other related duties as assigned or as required. Qualifications A high school diploma or GED. At least five (5) years of experience related to water and sewer utility operations and maintenance, construction, and public works. Must possess a WDNR water certification in Groundwater and Distribution. Must possess a valid Wisconsin driver's license, along with a valid Wisconsin CDL or the ability to obtain one within six months from hire date. Must be able to work overtime when necessary on nights, weekends, and holidays and participate in the utility on-call roster and rotation. Must pass a post-offer background check, drug screen and physical and participate in random drug testing per City policy. Knowledge and Abilities Thorough knowledge of the principles, practices, techniques, and procedures used in the construction, maintenance, and repair of water and sanitary sewer collection systems. Knowledge of and ability to use math equations and formulas. Ability to solve complex problems when troubleshooting utility issues and determining a proper course of action. Ability to perform all work functions in a professional, efficient manner while maintaining the highest quality service possible and while following proper procedures for workplace safety. Experience with smart phones, tablets, and computers; experience using Microsoft Word, Excel, and SCADA control systems. Ability to determine job priorities and complete work according to deadlines. Strong supervisory skills and the ability to serve as a leader and mentor to the utility staff. Ability to understand and interpret policies and procedures, blueprints, schematics, and construction plans. Knowledge of vehicles and equipment used in utility operations. Perform Essential Job Functions:
Must be able to ascend and descend ladders. This includes climbing a ladder to the top of a water tower. Must be able to enter and work in confined spaces such as trenches, pits, manholes, tunnels, and water tower. Must be able to occasionally position oneself to install, service, or replace equipment in tight, cramped, or small spaces, such as under a sink or behind an appliance. Must be able to work in outdoor settings and in poor weather conditions, including extreme heat and cold, rain, and snow. Must be able to occasionally move items of 50 pounds or more. Must be able to occasionally remain in a stationary position for extended periods of time. Must be able to safely operate hand tools on a daily basis. Must be able to operate motorized vehicles and equipment on a daily basis. Must be able to wear personal protective gear when needed.
