The Village of Proctorville is a close-knit community of approximately 520 residents located in Lawrence County, Ohio. Nestled in the heart of scenic Ohio River Valley near the rolling hills of southeastern Ohio, our village takes pride in its strong sense of community, its rich local heritage, and its commitment to responsible, responsive local government. With a lean team of three dedicated employees and a hands-on Mayor and Council, the Village Administrator plays a central and visible role in every aspect of daily operations. The Village Administrator serves as the chief administrative officer of the Village, responsible for managing day-to-day municipal operations and implementing policy direction established by the Mayor and Village Council. This position requires a hands-on leader who is equally supervising staff, coordinating infrastructure projects, and speaking with a concerned resident at the counter. Given the small size of the organization, the Administrator is expected to be a working manager — directly performing administrative tasks, assisting with grant research and applications, and stepping in across functions as operational needs demand.ESSENTIAL DUTIES AND RESPONSIBILITIES
Administration & Operations Manage the day-to-day administrative operations of the Village Serve as the primary point of contact between the public, Village staff, and elected officials Oversee Village contracts, agreements, and vendor relationships Ensure compliance with applicable federal, state, and local regulations Financial Management Monitor revenues, expenditures, and cash flow; prepare financial reports to the Clerk-Treasurer Research and pursue grant funding opportunities through Ohio Public Works Commission (OPWC), USDA, CDBG, and other state and federal programs Coordinate with the Village's Clerk-Treasurer and outside auditors Personnel Management Directly supervise three full-time Village employees Manage performance evaluation, and discipline in accordance with Village policy Foster a positive, professional, and collaborative workplace culture Infrastructure & Public Works Liaison Coordinate maintenance and improvement of Village streets, water, and public facilities Serve as liaison to utility providers, contractors, and ODOT on infrastructure matters Monitor capital projects and ensure timely, on-budget completion Support planning and zoning functions, including coordination with county and regional planning agencies Council & Community Relations Attend all regular and special Council meetings; provide administrative support and recommendations Represent the Village in dealings with county, state, and regional agencies as necessary Respond promptly and professionally to resident inquiries, concerns, and service requestsMINIMUM QUALIFICATIONS
High School Diploma Minimum three (3) years of progressively responsible experience in municipal government, public administration, or a closely related field Two (2) years of experience in a supervisory role Working knowledge of Ohio municipal law, including the Ohio Revised Code as it applies to villages Demonstrated experience with budget preparation, financial management, and public fund accounting Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with municipal software a plus Valid Ohio driver's license with acceptable driving recordPREFERRED QUALIFICATIONS
Bachelor's degree in Public Administration (MPA) or equivalent graduate-level credential Experience with Ohio grant programs includingOPWC, USDA
Rural Development, and CDBG Prior experience as a village or city administrator, assistant administrator, or clerk-treasurer in Ohio Familiarity with OEPA and Ohio EPA regulatory requirements for small water and sewer systems Experience with ArcGIS or other GIS mapping toolsKNOWLEDGE, SKILLS, AND ABILITIES
Strong leadership ability with a collaborative, transparent management style Excellent written and verbal communication skills — able to communicate effectively with elected officials, residents, contractors, and state agencies Sound judgment and integrity; ability to handle sensitive and confidential matters with discretion Highly organized and self-directed; able to manage multiple priorities in a fast-paced, small-office environment Commitment to responsive, accountable, and community-centered public service Ability to work flexible hours including attendance at evening Council meetingsWORKING CONDITIONS
This position is primarily office-based at Village Hall, with regular outdoor site visits to Village facilities and infrastructure. The Administrator must be able to attend evening meetings and respond to occasional after-hours emergencies. Some travel within Ohio for training, conferences, and agency meetings is required.COMPENSATION AND BENEFITS
Competitive salary of $45,000- $55,000 annually, depending on qualifications (DOQ) Enrollment in the Ohio Public Employees Retirement System (OPERS) Paid vacation, sick leave, and holidays per Village policy Mileage reimbursement for authorized travel Support for professional development and continuing education
