Job Description

The incumbent serves as the Voluntary Service Specialist of the facility's Center for Development & Civic Engagement Voluntary Service office reporting directly to the Chief. The incumbent has responsibilities related to the full scope of business for each of the interrelated lines of business, which include Voluntary Service, Philanthropic Engagement, and Partnership Solutions.
Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2026.
Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07
Specialized Experience :
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assist with handling daily operations in relation to program coordination to include both the training of volunteers and supervisors in other services; assist with providing training to staff on fiscal management related to general post funds; assist with management of Volunteer Service resources; assist with accepting donations to the medical center, assist with establishing volunteer recognition activities, provide support for volunteer and donor activities for customers served.
OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Transcripts must be submitted with application.
OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The education and experience must be directly related to the work of the position to be filled. GS-09
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: handle daily operations in relation to program coordination to include both the training of volunteers and supervisors in other services; provide training to staff on fiscal management related to general post funds; management of Volunteer Service resources; accept donations to the medical center; interviewing, scheduling, placement and evaluation of volunteers
OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Education at the graduate level must have been obtained in an accredited college or university. Transcripts must be submitted with application.
OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education (beyond the first year). The education and experience must be directly related to the work of the position to be filled. GS-11
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assist in all aspects of the development, coordination, and management of the Center for Development and Civic Engagement (CDCE); responsible for independent management of specific programs or portions of larger programs; handles planning, establishing and implementing policy, developing program goals and objectives, managing, evaluating, and coordinating (internal and external) resources of assigned areas; assist in developing short and long-range plans for the accomplishment of CDCE/Voluntary Service program goals and objectives; developing and implementing programs and program changes to meet the facilities' or other VA-affiliated program's needs; interviewing, scheduling, placement and evaluation of volunteers.
NOTE:
Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed three years of progressively higher-level graduate education leading to a Ph.D. degree, LL.H., or equivalent doctoral degree in the related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university. Transcripts must be submitted with application.
OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education (beyond the first 2 years). The education and experience must be directly related to the work of the position to be filled. You will be rated on the following Competencies for this position: Attention to Detail Customer Service Decision Making Flexibility Integrity/Honesty Interpersonal Skills Learning Reading Comprehension Reasoning Self-Management Stress Tolerance Teamwork Communication Skills Multi-tasking Organizational Skills Critical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note :
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting or materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off-site clinics; attend outside community meetings; and support special events.
