Job Description

, and NCA ), and community officials to publicize, analyze, and recommend improvements for programs. Conducting fact-findings and analysis to recommend potential community partnerships that support and extend the mission of the facility or other affiliated VA programs across Administrations within the catchment area. Responsible for the coordination and management of all monetary and in-kind donations. Managing the day-to-day operations surrounding the organization's development activities and conducts and analyzes routine needs assessments to ensure alignment with the facility's strategic plan. Developing tax deductibility documentation for all donations received. Providing education and training to staff on the proper use of donation expenditures, restricted purchases and procurement requirements. Plans and executes a variety of complex internal and external special events, including VISN wide and national events where the local facility is a key host or sponsor, or responsible for securing major monetary or in-kind donations and volunteer support. Performs other duties as assigned.Work Schedule:
7:30am-4:00pm Monday - Friday. Schedule determined by facility. Weekends holidays, and evenings may be required on occasions.Telework:

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2026.Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assist with handling daily operations in relation to program coordination to include both the training of volunteers and supervisors in other services; assist with providing training to staff on fiscal management related to general post funds; assist with management of Volunteer Service resources; assist with accepting donations to the medical center, assist with establishing volunteer recognition activities, provide support for volunteer and donor activities for customers served.OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Transcripts must be submitted with application.OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The education and experience must be directly related to the work of the position to be filled. GS-09Specialized Experience:
