Requires knowledge of water distribution systems, water audit methodologies, asset management, data analysis, regulatory reporting, and capital and operational program coordination. Under the general direction of the Capital Program Manager, the position administers the Water Loss Program, analyzes system performance data, supports development of capital and operational strategies to reduce real and apparent water loss, coordinates interdepartmental efforts, and supports compliance with state and industry water loss reporting requirements. The role collaborates closely with internal and external partners to improve system efficiency, reliability, and long-term water resource stewardship. Summary of Job Duties Administers the Water Loss Program by developing, maintaining, and updating water loss control plans, policies, and procedures. Conducts annual water audits in accordance with accepted industry standards, analyzes audit results, identifies trends, and recommends corrective actions to reduce real and apparent water losses. Prepares technical documentation, summaries, and reports to support internal decision-making and external regulatory or stakeholder reporting requirements. Analyzes system data related to production, consumption, metering accuracy, leaks, and breaks to evaluate distribution system performance. Uses customer information systems, geographic information systems, asset management systems, and other data tools to identify priority areas for investigation, repair, rehabilitation, or replacement. Coordinates field investigations, leak detection activities, and follow-up actions in collaboration with operations and maintenance staff. Supports the planning and prioritization of capital improvement projects related to water loss reduction, including water main replacement, service meter upgrades, pressure management, and system rehabilitation. Assists the Capital Program Manager with project scoping, cost estimating, scheduling, and performance tracking to ensure alignment with water loss reduction goals and available funding. Collaborates with internal departments, including operations, finance, customer service, and information technology, to ensure consistent data practices, effective communication, and coordinated implementation of water loss initiatives. Works with external consultants, vendors, and regulatory agencies as needed to support program objectives, studies, and compliance activities. Monitors applicable regulations, industry standards, and best practices related to water loss management and conservation. Provides technical input and recommendations to improve program effectiveness, enhance data accuracy, and support long-term system sustainability. Assists with development of presentations and informational materials to communicate water loss program performance and initiatives to management and other stakeholders. (Performs Related Duties as Required) Minimum Qualifications and Requirements Bachelor's degree in Engineering Technology, Environmental Science, Water Resources Management, Public Administration, Business Administration, or a related field and four (4) years of progressively responsible experience in water utility operations, water loss control, asset management, capital project coordination, or utility data analysis (prior public sector experience preferred); OR associate's degree in Engineering Technology, Environmental Science, Water Resources Management, Public Administration, Business Administration, or a related field and six (6) years of progressively responsible experience in water utility operations, water loss control, asset management, capital project coordination, or utility analysis (prior public sector experience preferred), OR eight (8) years of progressively responsible experience in water utility operations, water loss control, asset management, capital project coordination, or utility data analysis (prior public sector experience preferred); OR alternative, equivalent evidence of the minimum class requirements.
Supplemental Information Driving Requirement :
Must maintain a current, valid United States driver's license with an acceptable driving record.
Training and Development:
Attends conferences and seminars to stay current with industry standards.
