Position Summary This is a working supervisory position responsible for overseeing and conducting the operational functions of a water treatment facility. Under minimal supervision, this individual will ensure the proper operations, which involve training and directing shift employees, as well as performing process changes as necessary. This individual is also responsible for the correct and safe operation of all plant processes and equipment. Job Responsibilities Dictates settings for all operational processes and equipment such as levels, flows, pressures, temperature and all other aspects related to the operation of the process. Responsible for the controlled operations of the major plant process. Responsible for solving operational problems within assigned capabilities. Responsible for safety and training of subordinates and the economical operation of the shifts. Assists Water Plant Supervisor IV in performing various tasks and special assignments relating to the job. Assumes responsibilities of direct supervisor as required. Responsible for ordering and handling various chemicals used in the plant. Responsible for coordination of response to emergency situations within set procedures Responsible for making plant process adjustments and other operational changes as necessary. Responsible for ensuring correct and thorough completion of all logs and records in assigned area. Performs other duties as assigned.
Job Requirements Education & Experience:
Must possess a high school diploma or GED. Five years of experience in water treatment. (Credit given for college semesters.) Texas Commission (or predecessor agency) Class B Water Operator's Certificate of Competency required.
Knowledge, Skills & Abilities:
Ability to skillfully manage operations and maintenance personnel to efficiently manage a water treatment facility. Strong administrative, planning and management capabilities. Must maintain an in-depth knowledge of water treatment processes, compliance requirements, operations and maintenance requirements, and reporting/record keeping requirements; including the ability to troubleshoot water treatment equipment and processes and be knowledgeable with performing water tests and interpreting results. Must communicate effectively, both written and verbally, with supervisors, peers and subordinates to convey information. Maintain basic computer skills, and electrical and mechanical knowledge. Environmental and Physical Working Conditions Driving a District vehicle for business may be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state. The duties and responsibilities are generally performed in a water treatment environment. The position involves sitting (up to 6 hours per day), frequent standing, frequent walking, light to heavy lifting (up to 75 lbs.), light carrying, frequent bending and reaching, keyboarding, and telephone operation. It often requires an irregular work schedule and overtime hours. Specific physical conditions require frequent work with chemicals, tools, machinery, moving mechanical parts, etc. The duties and responsibilities are performed both indoors and outdoors. Moderate to heavy exposure to dirt, dust, pollen, odors, wetness, humidity, biological hazards, rain, temperature and noise extremes, hazardous materials and chemicals, machinery, moving mechanical parts, vibrations, electric currents, traffic hazards, and water hazards are common. Performs and reviews work at locations that involve hazardous environments requiring the physical ability to wear and work using personal protective equipment (PPE) that meet or exceed guidelines such as established by OSHA which may result in some physical discomfort due to temperature, dust, odors, chemicals and noise. The position may require work in confined spaces, on ladders and rooftops, and in adverse weather conditions with appropriate training. The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Performs functions requiring manual dexterity and precision movements, continuous or repetitive arm and hand movements, grasping movements, and occasional forceful exertion. Perceive/discriminate colors or shades of colors, sounds, odor, depth and visual cues or signals.
