Job Description

Under direction of the assigned supervisor, performs operations, maintenance, repair and construction work on the District's water system. Water Service Technician & Technician-in-Training The following are the duties performed by employees in this classification. However, employee may perform other related duties. Not all duties listed are necessarily performed by each individual in the classification. Drives and operates vehicles and heavy equipment related to the water industry. Included, but not limited to, are: backhoes, dump trucks, loaders, and vactor trucks. Digs trenches, installs, repairs, and replaces water mains, meters, and new services. Operates and maintains tools and equipment used in water systems. Included, but not limited to, are: jackhammers, wackers, grinders and tapping machines. Responds to customer water problems and outages including after-hour callouts. Performs other duties as assigned. Conducts themselves in a manner that is consistent with the District's Core Values of Safety, Communication, Integrity, Accountability, Timeliness, and Work-Life Balance. Water Service Technician Operates chlorination facilities. Maintains records of operations, maintenance, repairs, and construction. Operates and maintains water system facilities. Participates in the Water Department on-call rotation for standby. Assists in on-the-job training as necessary. Water Service Technician-in-Training Works with water crew as assigned. Performs the essential duties of a Water Service Technician at the appropriate level of training to operate and maintain the District's water system. Studies and learns required job knowledge and skill in order to advance through and complete the training program in the required time frame. Water Service Technician To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. A high school diploma or equivalent is required. Successful completion of the District's Service Technician-in-training program or three (3) years equivalent experience in the water utility industry. Considerable knowledge of water system facilities including production, transmission, and distribution systems. Considerable knowledge and understanding of safety standards and practices. Considerable knowledge of the principles and practices of water system operation, maintenance, repair and construction standards and practices. Considerable knowledge of the use of hand tools, power tools, heavy equipment and materials used in operation, maintenance, repair and construction of water systems. Ability to create and maintain records and paperwork related to job task in a clear and accurate manner. Ability to communicate and work effectively with customers, contractors and co-workers using tact and diplomacy. Must possess a California Department of Health Services Water Treatment Operator Grade I (T1) certificate and a Distribution Operator Grade 3 (D3) certificate. Possession of valid Department of Motor Vehicles Class A commercial driver's license with tanker endorsement, typically within 90 days of appointment. Water Service Technician-in-Training To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. A high school diploma or equivalent is required. Some knowledge of water systems and construction principles is desired. Some experience driving and operating vehicles and heavy equipment is desired. Basic knowledge of use of tools and equipment used in water systems is desired. Ability to follow directions and work with other personnel as assigned. Ability to learn the knowledge of principles and practices of water systems operations and water facilities, including production, transmission and distribution. Ability to effectively read and follow operations and safety manuals Ability to perform mathematic calculations and/or computations correctly. Ability to communicate and work effectively with customers and other co-workers with clarity and tact. Must successfully complete the District's Water Department Service Training and Certification program within 3 years of hire. Must have a valid Class A CDL driver's license or the ability to obtain withing six months of hire; must pass the District required physical exam and meet the requirements of the DOT certification. Must comply with the District's residency requirement by the completion of training program. Supervisory Responsibilities This job has no supervisory responsibilities. While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to climb, stand, walk and sit. The employee is often required to use hands and fingers to handle and feel; reach with hands and arms, and stoop, kneel, crouch, or crawl. The employee regularly lifts and/or moves up to 100 pounds. Specific vision abilities required by this job include close vision and distance vision for driving. Work Environment The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to fumes or airborne particles. The employee is frequently exposed to moving objects; hazardous materials; extreme cold; extreme heat and vibration. The noise level in the work environment is often very loud. The employee has normal work hours; although, overtime is often required, including call-outs during emergency situations.
