Job description Watershed Stewardship Manager (Temp) Department of Facilities & Environmental Services Temporary, Non-Exempt Non-Benefits Eligible, Non-VRS Eligible This is a temporary position working 20-40 hours per week. Position duration is 6 months.
Job Summary/ Objective:
The Watershed Stewardship Manager is responsible for managing the implementation of the County's Municipal Separate Storm Sewer System (MS4) Program and, as part of this, initiating and executing Capital Improvement Program projects to address Total Maximum Daily Load (TMDL) pollution reduction requirements. The MS4 Program must be implemented to comply with federal and Virginia stormwater regulations. Responsibilities include developing strategies and plans to maintain compliance, devising and implementing new projects and initiatives. This position involves improving and overseeing processes and procedures, collecting and maintaining data, preparing reports, preparing and managing operating and capital budgets, and applying for and managing grants.
Essential Functions:
Manages the MS4 Program, which includes program development, implementation, and assessment; coordinating other staff; collecting and tracking data; preparing plans and reports; and maintaining overall compliance with Virginia law and evolving Virginia Department of Environmental Quality (DEQ) permit requirements. Develops and implements initiatives and capital projects to address impaired waters in accordance with DEQ Total Maximum Daily Load (TMDL) requirements and County goals. Performs project management responsibilities for capital projects and ensures that project objectives are achieved by identifying and planning projects and overseeing the design and construction phases. Responsible for project schedule, budget, and quality through all phases of each project. Manages other departmental teams within the organization to fulfill program responsibilities and achieve program objectives. Manages contractual work by partner agencies, consultants, and contractors by procuring these services, establishing the scope of services, and ensuring the quality of deliverables. Coordinates with staff and partners to develop and implement other initiatives in support of the Board of Supervisors' Strategic Plan, the Comprehensive Plan, the Climate Action Plan, and other organizational guidance documents as they relate to the protection of the County's natural and water resources and enforcing the Water Protection Ordinance. Conducts and manages field work related to the MS4 Program, including stormwater facility maintenance, stormwater outfall screening, illicit discharge detection and elimination, and assessment of conditions and exploration of opportunities for capital improvements. Cultivates partnerships with community organizations and the public to further improve the goals of the County related to water resources management and protection. Develops educational information and programs for the general public and targets audiences to disseminate County regulations and promote environmental awareness and personal responsibility. Responds to public concerns and inquiries.
Competency:
Knowledge/ Skills/Abilities:
Thorough knowledge of the principles and practices of water resource management and protection, land use planning, erosion and sediment control, and stormwater management. Knowledge of MS4 programs and requirements. Ability to interpret and analyze technical and statistical information. Knowledge of project management principles, methods, and procedures. Interpret and analyze technical and statistical information. Ability to prepare and present complex and technical written or oral reports; strong organizational skills. Ability to establish and maintain strong professional relationships with other agencies, elected officials, outside environmental support groups, and County staff. Experience with the use of GIS, databases, and other information management systems strongly preferred.
Required Education and Experience:
Any combination of education and experience equivalent to graduation from an accredited four-year college or university with a major in water resource management, natural sciences, environmental science or policy, planning, OR civil engineering with a minimum of five years of experience in water or natural resources management or a master's degree in one of the fields listed above with a minimum of three years of experience.
Physical and Mental Requirements:
Work is typically performed in an office work setting, and field work is required occasionally. Outdoor work requires vehicle operation, extensive walking over difficult terrains, steep slopes, and wet and slippery conditions. Occasional lifting and carrying moderate weight up to 20 pounds, and frequent exposure to adverse weather conditions including heat, cold and precipitation. Regular contact with the general public, staff, construction personnel, regulatory agencies, the media, interest groups, County officials, and design professionals. Employees must possess a valid driver's license and meet the qualifications of the County's driver eligibility program. Occasional travel between County facilities or to off-site meetings may be required.
Salary Information:
The hiring range for this position is $40.83 - $45.12 per hour. This position will work 20-40 hours per week, and the assignment will last 6 months.
