Job Description
The Workforce System Specialist provides comprehensive career guidance, case management, and workforce development services to participants enrolled in Workforce Innovation and Opportunity Act (WIOA) and related workforce programs. This role integrates participant support, work-based learning coordination, employer engagement, and data reporting to promote successful employment outcomes and long-term retention. The Workforce System Specialist supports individuals across youth and adult programs through individualized service planning, assessments, referrals, job placement assistance, and follow-up services. This position also collaborates closely with schools, employers, community partners, and workforce system stakeholders to ensure high-quality service delivery and program compliance. This position is an hourly role and reports to a functional supervisor and the Director of Operations.
DUTIES AND RESPONSIBILITIES
Recruit, interview, screen, determine eligibility, enroll, and orient participants into WIOA and related workforce programs. Conduct intake assessments and develop, implement, and monitor individualized service and career plans aligned with participant goals and labor market demand. Provide ongoing case management, career guidance, follow-up, and retention services to support successful employment outcomes. Coordinate and facilitate work-based learning activities, including job shadows, internships, work experience, career exploration, and employer-led activities. Develop and maintain relationships with employers, school districts, training providers, and community partners to create employment and training opportunities. Provide labor market information, job readiness training, and individual and group job search assistance. Monitor participant progress through regular communication with participants, employers, and training providers; address barriers and support retention. Maintain accurate, complete, and compliant participant files and documentation in accordance with WIOA and organizational requirements. Collect, track, and compile data required for local, state, and federal performance and compliance reporting. Collaborate as part of a team to support workforce system goals, continuous improvement, and special projects. Perform other related duties as assigned.PREFERRED SKILLS, REQUIREMENTS, AND EXPERIENCE
Associate's to bachelor's degree preferred; relevant experience may substitute for formal education. Experience managing, working in, or supporting Workforce Innovation and Opportunity Act (WIOA) employment and training programs. Knowledge of WIOA and related federal and state regulations. Experience in workforce development, case management, career coaching, Job Matching, resume writing, interview prep, etc. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Access, Publisher). Strong written, verbal, and interpersonal communication skills. Project management and event coordination experience. Experience with data entry, data tracking, and performance reporting. Ability to manage multiple priorities and work effectively both independently and as part of a team. This position may require travel to meet with clients, attend employer meetings, or participate in community events.
