MINIMUM QUALIFICATIONS REQUIRED
High School Diploma or GED Certificate. Bachelor's Degree in Engineering, Environmental Science, Business Administration, or a related field; or an equivalent combination of education, technical training, and progressively responsible utility experience. 5 years of progressively responsible experience in water distribution and/or wastewater collection system operations, maintenance, or construction. 3 years of supervisory or leadership experience overseeing field personnel, crews, or operational programs. Wastewater collection and treatment level 3 certification or higher required. Level 4 certification is preferred. Water Distribution level 3 certification required. Level 4 certification is preferred. Water Treatment level 2 certification required. Level 4 certification is preferred. Valid Driver's License required (subject to motor record review).JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES
Improves staff effectiveness by counseling and training for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner. Develop measurable performance expectations for assigned projects according to department goals and objectives. Analyzes and resolves work problems. Initiates or suggests plans to motivate workers to achieve work goals. Assigns staff daily duties and evaluates performance of workers. Follows up on status and projects of jobs. Plans, organizes, directs, and supervises all field operations for water supply, water distribution, and wastewater collection systems. Oversees the operation, maintenance, and repair of wells, booster stations, pipelines, valves, hydrants, lift stations, and force mains. Ensures reliable delivery of potable water and proper conveyance of wastewater in compliance with all regulatory requirements. Ensures staff obtain and maintain required certifications and receive ongoing training and development. Implements and enforces safety programs and ensure compliance with all applicable safety regulations and NTUA policies. Ensures compliance with federal, tribal, and environmental regulations, including Safe Drinking Water Act (SDWA) and Clean Water Act (CWA) requirements. Supports regulatory inspections, audits, and reporting activities; ensure accurate documentation of operations and maintenance activities. Directs and coordinates emergency response activities, including water outages, main breaks, sanitary sewer overflows (SSOs), and equipment failures. Conducts root cause analysis of system failures and implement corrective and preventive actions. Plans and oversees preventive and predictive maintenance programs to maximize asset life and system reliability. Coordinates with engineering staff, contractors, and inspectors to ensure projects meet NTUA standards and operational needs. Implements and oversees the use of asset management for work orders, asset tracking, and maintenance planning. Ensures accuracy and completeness of operational and asset data to support decision-making and compliance reporting. Assists in the development and management of operations and maintenance budgets; monitor expenditures and identify cost-saving opportunities. Coordinates with internal departments including Engineering, Environmental, Finance, IT, and District Operations. Interfaces with regulatory agencies, contractors, consultants, and other stakeholders as required. Responds to customer inquiries, complaints, and service requests in a timely and professional manner. Provides communication and coordination during planned and unplanned service interruptions. Maintains 24-hour availability for emergency response and participate in on-call rotation as required. Travels to remote locations throughout the NTUA service area to support field operations and oversight. Promotes a culture of accountability, continuous improvement, and operational excellence across all field activities. Performs other duties as assigned.
