Job Description
(1) Weslaco, Tx Location & (1) Harlingen, Tx. Location Performs complex (journey-level) administrative and supervisory program work. Establish and maintain procedures and evaluate employees' performance. Supervises the work of others. Assist in developing program guidelines, recommend improvements, procedures and policies; assist in developing schedules, priorities and standards for achieving program goals. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Provides day-to-day leadership and oversight of center operations, supervising multidisciplinary staff across Area Agency on Aging and Aging and Disability Resource Center programs to ensure coordinated service delivery. Prepare and conduct seminars and presentations about assigned program area(s) for citizens, clients, staff, management, or elected officials. Implements and monitors assigned components of the regional Area Plan, ensuring program activities align with established priorities and Director guidance. Provides assistance to agency staff on eligibility, policy, and documentation, and program procedures. Oversees daily service coordination across Hidalgo, Cameron, and Willacy counties, ensuring timely and equitable access to services. Performs simple-to-routine compliance reviews that are primarily to determine compliance with law, rules, and regulations pertaining to the Older Americans Act and Area Plan. Conducts quality assurance and compliance monitoring, including documentation review and service audits, and reports findings to leadership. Confers with staff on program issues and problems to identify and implement solutions. Monitors internal and external documentation to identify compliance issues with regulations and standards regarding the Older Americans Act and Area Plan. Reviews reports of statistical information and ensures that data accurately reflects the status of the contract and direct service activity. Identifies operational challenges and reports service gaps, trends, and recommendations to the Director for strategic decision-making. Development program guidelines, procedures and monitors compliance with policies and procedures. Supervises staff performance, including scheduling, coaching, evaluations, and disciplinary actions in accordance with agency policies. Provides guidance to others. Performs other such related duties as may be assigned. May require the ability to lift at least 25 lbs. On-sight work with some exposure to outdoor conditions and travel as necessary. Experience in administration of a program, management, or evaluation work. Graduation from an accredited four-year college or university with major coursework in social work or a related field with management experience. A master's degree in social work or a related field is preferred. Experience and education may be substituted for one another. Knowledge of local, state, and federal laws related to the program area; social work, public administration and management techniques; statistical analysis processes; budget processes; research techniques; training and marketing techniques; and program management processes and techniques, and local, state, and regulations relevant to the management of federal or state funds. Skill in identifying measures or indicators of program and staff performance and the use of a computer and applicable software. Ability to gather, assemble, correlate and analyze facts; to establish goals and objectives; to exercise sound judgment in making critical decisions, to analyze complex information and develop plans, to interpret complex data, to effectively demonstrate negotiation and facilitation skills, to communicate effectively, and to supervise the work of others.
