The Minnesota State Lottery is seeking a highly skilled financial professional to serve as the agency's key expert in financial reporting, budgeting, and fixed assets. This position functions as the team lead for the Finance group and plays a critical role in developing and administering the agency's operating and long-range budgets, preparing financial statements, coordinating audits, and ensuring compliance with statutory and regulatory requirements. The ideal candidate brings advanced accounting expertise, strong analytical and problem-solving skills, and the ability to work collaboratively with diverse internal and external stakeholders. This position supports the CFO in shaping financial policy, maintaining the agency's financial infrastructure, and presenting clear, accurate, and insightful financial information.
Responsibilities Include:
+ Provide team leadership and direction to the Finance department to ensure objectives are met in the most efficient and effective manner. + Provide technical expertise and end-user support as Power User to help facilitate and maintain an effective and efficient accounting department. + Coordinates, prepares and administers the agency's annual and long-range budgets, works with operating officials on projected needs and devises methods of adjusting budgets so that agency programs may be carried out efficiently and effectively. + Act as liaison between the Lottery and the advertising agency + Provide timely and accurate financial statements (GAAP), reports, analysis, projections and comparisons. + Reconcile
SWIFT 4800
Fund to JDE + Maintain Fixed Asset additions and retirements and run depreciation in Fixed Asset system and post to General Ledger.
  • Minimum Qualifications

  • Position requires a minimum of four (4) years of accounting and finance experience in the following areas: + Applying U.
S. Generally Accepted Accounting Principles (GAAP) and governmental fund accounting. + Financial reporting, budgeting, and analysis, including preparing financial statements, monitoring budgets, and analyzing variances. + Demonstrated proficiency with JD Edwards and business intelligence systems. + Demonstrated experience with auditing procedures.   • A Master's degree in Accounting or a related field substitutes for eighteen months of experience, OR a related Bachelor's degree substitutes for one year, OR a related Associate's substitutes for six months.
  • Preferred Qualifications
  • + Ability to lead team activities, coordinate work, provide direction, and support department operations as a team leader.
+ Technical proficiency with financial systems to include SWIFT and Enterprise Performance Management (EPM). + Ability to develop financial models, propose solutions, and evaluate impacts. + Experience coordinating or supporting external audits, including legislative audits and independent financial reviews. + Ability to manage multiple priorities with a high degree of accuracy and independence.
