  • City Recorder serves as the Chief Administrative Officer for Elk Ridge and is responsible for the effective administration of all city operations, personnel, programs, and services. The City Director
  • City Recorder implements the policies and directives of the Mayor and City Council and ensures compliance with local, state, and federal regulations. Elk Ridge operates under a Mayor-Council form of government. The Administrative Director
  • City Recorder is appointed by and serves at the pleasure of the Mayor and Council and works in close partnership with elected officials to carry out the City's strategic priorities while maintaining professional and nonpartisan administrative leadership. The City Administrative Director
  • City Recorder will play a key role in helping Elk Ridge advance its strategic priorities, including maintaining and improving critical infrastructure, supporting responsible growth and implementation of the General Plan, promoting long-term financial sustainability, strengthening city services and organizational accountability, and fostering transparent communication and community trust.
The ideal candidate will be able to turn these priorities into practical action while helping preserve the character, values, and quality of life that define Elk Ridge. Key Responsibilities Administrative & Operational Leadership Oversee daily operations of all municipal departments and staff, including assigning workloads, directing activities, and ensuring efficient service delivery. Provide leadership in the development of short‑ and long‑range city plans; gather and analyze data for reports, studies, and strategic recommendations. Promote efficient use of technology, systems, and processes to improve service delivery and transparency. Maintain professional knowledge by attending workshops and reviewing professional publications. Budgeting & Financial Management Prepare, manage, and administer the city's annual budget; monitor expenditures, ensure fiscal control, and perform cost‑control activities. Advise the Mayor and City Council on financial conditions, audit results, and long‑term financial planning. Help develop and manage the City's Capital Improvement Plan (CIP), including prioritization of projects, funding strategies, and long-term infrastructure planning. Policy Implementation & Legal Compliance Enforce City Council ordinances, policies, and regulations consistently across all city operations. Ensure compliance with federal, state, and local laws; monitor legislative changes and advise leadership on required actions. Oversee land use and development processes, ensuring consistency with City ordinances, the General Plan, and applicable state law. Community Relations & Public Engagement Maintain positive rapport with residents through community meetings, direct engagement, and addressing concerns or disputes. Represent the city in public settings, intergovernmental meetings, and media interactions. Serve as the city's Public Information Officer when appropriate. Coordinate and collaborate with regional partners, including counties, state agencies, special districts, and neighboring municipalities. Personnel Management Recruit, hire, supervise, train, and evaluate city employees and department heads; administer disciplinary actions when needed. Establish staff work procedures, performance standards, and professional development expectations. Foster a culture of accountability, professionalism, and continuous improvement within the organization. Council Support & Collaboration Attend all City Council meetings; prepare reports, recommendations, and data for decision-making. Coordinate with the Mayor and Council on policy development, agendas, and long-term strategic priorities. Support effective communication and collaboration between elected officials and city staff. Qualifications Education & Experience Bachelor's degree required in Public Administration, Business Administration, Political Science, Finance, or a related field; Master's degree preferred. Minimum of 5 years of progressive municipal management experience , including leadership, budgeting, and personnel oversight. Knowledge & Skills Strong understanding of city government operations, land‑use regulations, budgeting, and public works administration. Excellent communication, analytical, and problem‑solving abilities. Ability to work effectively with elected officials, city staff, residents, and external agencies. High ethical standards and commitment to public service. Compensation & Benefits Salary is competitive and commensurate with qualifications and experience. U.S. City Manager roles typically range from $74,000 to $120,000 annually , depending on qualifications. Elk Ridge also offers a competitive benefits package, which may include:
