Under the direction of the County Manager and/or designated supervisor, the Administrative Law Judge (ALJ) Court Clerk provides essential administrative, clerical, and case management support for Summit County's Administrative Law Judge hearing processes involving county-issued citations. This position serves as the central coordinator for hearing scheduling, records management, case documentation, and interdepartmental communication to ensure due process, accurate recordkeeping, and timely resolution of cases. Working closely with departments including Engineering, Planning, Code Enforcement, Rangers, the Sheriff's Office, and Animal Control, the ideal candidate is highly organized, detail-oriented, professional, and committed to exceptional public service in a fast-paced and collaborative environment. QUALIFICATIONS
High School Diploma or equivalent, plus relevant professional experience. Post secondary education is preferred but not required ; AND A minimum of six (6) months of records maintenance or comparable experience; AND Two (2) years of experience in court administration, legal support, case management, records management. or a related public- sector administrative role ; OR An equivalent combination of education and experience.

ESSENTIAL FUNCTIONS
Court Administration, Scheduling, and Coordination Maintain the official calendar for all ALJ hearings. Schedule contested and default ALJ hearings and coordinate continuances as directed by the ALJ. Coordinate all aspects of hearings, including courtroom logistics, witness scheduling, materials and records, and availability of parties and counsel. Contact cited parties and witnesses and schedule their appearances. Interact regularly with the civil attorney assigned to ALJ Court to prepare for hearings. Interact regularly with the ALJ regarding scheduling, filings, rulings/orders, and court operations. Notices, Orders, and Filings Prepare and send hearing notices to all parties, the County Attorney's Office, and appropriate County departments and offices. Accept, date-stamp, and maintain filings from parties, including motions and related documents. Accept draft subpoenas from parties, provide them to the ALJ for review and signature, and return signed or rejected subpoenas to the parties. Send decisions and orders to all parties, the County Attorney's Office, and appropriate County departments after issuance by the ALJ. Courtroom and Hearing Support Attend and be present in the courtroom for all ALJ hearings. Ensure hearings are properly recorded and recordings are accurately maintained. Coordinate with designated staff to ensure recordings are uploaded to Box and made available to the ALJ. Handle, mark, secure, and maintain custody of all exhibits and evidence presented during hearings. Ensure exhibits are provided to the ALJ and uploaded to Box in accordance with established procedures. Citation, Case, and Records Management Receive, log, and track all citations and Notices of Violation subject to the ALJ process, regardless of issuing agency. Collect, record, and reconcile citation payments using County financial and case management systems. Monitor compliance with payment deadlines and issue payment-due and default notices in accordance with established procedures. Close cases upon full payment or verified compliance with ALJ orders. Maintain official case files and original paperwork in accordance with Summit County and State of Utah records retention schedules. Purge records in compliance with approved retention requirements. Appeals and Interdepartmental Coordination Schedule appeal hearings; accept, and upload as appropriate, filings and exhibits; interact with witnesses and attorneys, and provide all filings to the ALJ. Ensure ALJ's decision is provided to both parties by email and in hard copy. When the ALJ's decision is appealed to the district court, interact with appellant and compile and electronically file the record on appeal into the district court case. Refer cases to County Attorney's Office Criminal Division for possible prosecution in Justice Court when individuals fail to pay, fail to appear, or fail to comply with ALJ orders, and ensure complete transfer of records. Track these cases. Liaise appropriately with the ALJ, parties, attorneys, and the County Attorney's Office concerning hearings and appeals. Interact regularly with County staff and County departments to obtain reports, exhibits, and witness information for hearings.
