Job Description
Administrative Services Director City of Fruita, CO SUMMARY:
This position description is intended to present a descriptive list of the range of duties performed by the Director. Specifications are not intended to reflect all duties performed within the job. The Director of Administrative Services provides strategic leadership and oversight for the City's internal service functions, including Human Resources, City Clerk, and Risk Management. This position ensures high quality internal support, promotes organizational excellence, and advances the City of Fruita's mission of building a vibrant, connected community.ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes but is not limited to:- Lead, plan, organize, assign, direct, review, and evaluate the activities of the Administrative Services Department, including Human Resources, City Clerk, Risk Management.
- Develop and implement departmental goals, objectives, policies, procedures, and service standards.
- Direct the preparation and administration of the department budget.
- Provide expert professional assistance to the Assistant City Manager, City Manager, and City Council.
- Interpret state and local codes, City policies, and labor agreements as they apply to City operations.
- Ensure confidentiality and professionalism in handling human resources matters and records.
- Oversee recruitment, selection, training, development, and evaluation of department staff.
- Promote a positive, inclusive, and high performance organizational culture.
OTHER DUTIES AND RESPONSIBILITIES
- Prepare reports, presentations, and correspondence.
- Present at City Council, boards, committees, and community meetings.
- Monitor contracts and agreements with outside service providers to ensure compliance and cost effectiveness.
- Respond to sensitive or complex inquiries from the public, media, and staff.
- Represent the City on regional committees and professional organizations.
- Performs other duties as assigned by the Assistant City Manager.
EDUCATION & EXPERIENCE
Minimum Education:
Bachelor's degree from an accredited college or university with major course work in Public Administration, Business Administration, Human Resources, or closely related field. Master's degree preferred.Experience:
Five years of increasingly responsible experience in administration and personnel management, including three years of administrative or supervisory responsibility. Equivalent combination of education and experience may be considered.Job Requirements:
Valid Colorado Driver License.Supervisory Duties:
Supervision of Administrative employees and activities.KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Principles and practices of public administration, including goal setting, program development, and budget management.
- Municipal government operations, laws, codes, and regulations.
- Advanced human resources management, including recruitment, selection, discipline, and benefits administration.
- Risk management principles, liability analysis, and insurance evaluation.
- Modern office practices and technology.
- English usage, spelling, grammar, and punctuation.
Skill in:
- Leading, organizing, and evaluating departmental operations.
- Selecting, training, motivating, and developing staff.
- Analyzing complex problems and making sound recommendations.
- Interpreting and applying federal, state, and local laws.
- Developing and administering budgets.
- Preparing clear and accurate reports and correspondence.
- Communicating effectively, both orally and in writing.
- Building and maintaining effective working relationships.
- Using technology to enhance departmental efficiency.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Physical:
Lifting, carrying, pushing and pulling up to 25 lbs. Standing and walking each 10% of the time.Environment:
Work is performed primarily in an office environment with occasional attendance at evening meetings, community events, and regional gatherings.
