CAREER DESCRIPTION ADMINISTRATIVE SERVICES MANAGER
(Business Services Administrator) Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
COUNTY PROMOTIONAL ONLY
This recruitment is only open to current County of Orange employees (including extra help and limited term). This recruitment will establish a County promotional eligible list that will be used to fill current and future Business Services Administrator opportunities. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

ORANGE COUNTY INTERNAL AUDIT DEPARTMENT
The mission of the Internal Audit Department (IAD) is to provide highly reliable, independent, objective evaluations and business and financial advisory services to the Board of Supervisors and County management to assist them with their important business and financial decisions, and to protect and safeguard the County's resources and assets. IAD supports and assists the Board of Supervisors and County management in the realization of their business goals and objectives by testing and reporting on the effectiveness of their internal control systems and processes. County management relies on these systems and processes for safeguarding the County's assets and resources, reasonable and prudent financial stewardship, accurate recording and reporting, and achieving the County's goals and objectives. THE OPPORTUNITY
The Administrative Services Manager is responsible for providing value-added management and administrative services to support the department in accomplishing its mission, goals, and objectives in: Overseeing all Administrative functions including but not limited to budgeting, contracting, purchasing, payroll, and human resources Assisting in the preparation of audit reports and status reports to the Board of Supervisors and Audit Oversight Committee Maintaining the Internal Audit Website, and tracking Key Performance Indicators Providing clerical support to the Internal Audit Director and executive management Other duties as assigned
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
In addition to the minimum qualifications, the ideal candidate will possess at least two (2) years of public sector experience performing, or auditing, a complex administrative support function such as budgeting, contracting, purchasing, payroll, or human resources. The ideal candidate will possess experience and knowledge in the following competencies: Technical Knowledge | Technical Experience Ability to manage the multi-functional administrative responsibilities such as budgeting, contracting, purchasing, payroll. and human resources Ability to assist in the preparation of various audit and status reports Technologically savvy and able to make recommendations to improve the organization's efficiency and effectiveness Provide administrative direction to establish and maintain goals, objectives, and plans for carrying out the functions of the department Define problem areas, analyze data, make logical conclusions, and recommend effective corrective actions Leadership Effectively lead the work of other team members on administrative and audit projects to achieve organizational goals and meet objectives Develop and maintain professional relationships with the Board of Supervisors and County departments/agencies on matters concerning audits, audit reports, and special projects such as Board-directives Maintain a high level of integrity and credibility while developing strategies for efficient and effective programs and completing projects in a timely, fiscally responsible, and innovative manner Communication Strong ability to work effectively and interact with high-level executive management, including elected officials and County departments heads High level of diplomacy, tact and poise communicating with high-level executive management Report ideas and complex material clearly, concisely, logically, and persuasively both verbally and in writing Ability to relay both technical and non-technical information in layman terms

RECRUITMENT PROCESS

Only the most successful candidates will be placed on the eligible list. Eligible List Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies. Based on the County's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
