Job Description

DHS-OIG's SES cadre is made up of senior government leaders who possess a diverse portfolio of experience and expertise required to lead across the organization. These dedicated executives are charged with providing strategic leadership and upholding a commitment to public service. We have streamlined our recruitment process which will require you to submit an online resume (not-to-exceed 2 pages) to apply for this position.

As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet this basic qualification requirement will disqualify an applicant. Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning. The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These will be made against the Executive Core Qualifications and other technical requirements of the position. To meet the minimum qualification requirements for this position, your 2-page resume must show possession of the Mandatory Technical Qualifications (MTQs) and the Executive Core Qualifications (ECQs) listed below to be considered. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL QUALIFICATIONS
(MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. 1. Demonstrated senior-level experience leading and managing one or more comprehensive administrative programs for a large organization, covering diverse program areas such as budget and finance; acquisition; human resources; security; facilities and logistics; safety and readiness lines of business. 2. Demonstrated senior-level experience leveraging complex data analysis to improve enterprise programs and operations. Demonstrated ability to provide authoritative advice and guidance to senior leaders on data and evidence-based decision making in support of agency strategic goals and performance metrics. 3. Demonstrated ability to communicate effectively orally and in writing with high level officials in Federal agencies including the highest level of organizational management, representatives of interagency groups, and audiences with diverse backgrounds and experiences.
EXECUTIVE CORE QUALIFICATIONS
(ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. 1. Commitment to the Rule of Law and the Principles of the American Founding
  • This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. 2. Driving Efficiency
  • This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. 3. Merit and Competence
  • This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. 4. Leading People
  • This core qualification involves the demonstrated ability to lead and inspire a group towards meeting the organization's vision, mission and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. 5. Achieving Results
  • This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note:
If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.
