Directs and manages the activities of the Administrative Services Department to ensure effective delivery of programs, services, and projects that support internal and external organizational needs and objectives, with a focus on providing exceptional customer service. Work is performed under the general direction of the Deputy County Administrator and considerable independent judgment, discretion, and initiative is exercised in carrying out daily activities. Work is reviewed based on accuracy, effectiveness, and customer feedback as well as results and goals achieved.Representative Duties/Assignments :
Provide leadership, strategic vision and administrative oversight of the Administrative Services Department inclusive of the Business Development, Capital Projects, Facilities Management, Fiscal and Operational Support, Fleet Management, Procurement and Real Estate Management Divisions. Direct and oversee activities of the assigned managers in the department Perform administrative duties relating to the planning, coordination, development and implementation of Administrative Services projects and programs. Provide coordination and support to Capital Projects Division and other operational departments for their capital improvement programs overseeing the County's $1B CIP program. Guide and oversee real estate matters with leases, land and building purchases including all County property and buildings. Provide direction and oversight on space and parking needs for County departments and elected officials. Provide oversight of all building operations and maintenance programs for County-owned facilities. Work collaboratively across the organization to ensure policies, programs, and projects administered by the department align with the County's Sustainable Operations and Resilience Action Plan (SORAP) and other sustainability objectives. Develop communications and provide briefings and presentations for elected officials, administration, and other internal or external customers on matters pertaining to policies, processes, and operations of all divisions within the department. Craft and deliver communications to elected officials, administration, and building occupants to inform them of projects impacting their work areas, including incidents when building systems are down or emergency repairs are necessary in their workplaces. Interact with elected officials, County Administrator, and other senior staff to facilitate communication on matters related to the department. Manage the development of BCC consent and discussion agenda items involving the department's responsibilities. Provide oversight to the County¿s procurement program to include contracting for goods and services, professional services and construction. Guide Procurement Division on improvements, including streamlining processes and standard operating procedures, while maintaining consistency with the Procurement ordinance. Provide guidance to the Business Development Division on administration of the Orange County Small Business Enterprise (SBE) program and compliance with the ordinance. Provide guidance to Fleet Management Division to ensure preventive maintenance and unscheduled maintenance of vehicles and heavy equipment is done responsibly by in-house staff or contracted services in a timely and cost-effective manner. Develop and monitor the department budget in conjunction with the Fiscal and Operational Support Division Manager and other division managers. Present at Board of County Commissioners meetings to include developing and presenting the annual department budget presentation. Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals and related activities.Minimum Qualifications :
Bachelor's Degree from an accredited institution in Business or Public Administration, Business Management, Business Law, Construction, Engineering, Real Estate, Finance, Economics, or a related field. Ten years of progressively responsible experience in the fields of study previously indicated, to include a minimum of three years of management experience as a Division Manager, equivalent level or above; or an equivalent combination of relevant education and experience may be substituted on a year for year basis.Application Deadline Open Date:
