at Department of Human Services in Alton, Illinois, United States Job Description Position Overview The Division of Behavioral Health and Recovery is seeking to hire an energetic, detail-oriented individual to oversee support operations, including the Business Office, Dietary, Housekeeping and Transportation for the Alton Mental Health Center. Critical thinking skills while multi-tasking multiple projects and the ability to organize and coordinate multiple areas are a must. Experience in budgets, audits, purchasing, policy development, and safety standards are necessary in this fast-paced environment.  Must be proficient in Microsoft Office and SAP software. Essential Functions Serves as the Business Administrator for the Alton Mental Health Center. Serves as full-line supervisor. Develops the hospital budget for all programs including personal services. Serves as a member of the Environment of Care Committee for the hospital. Reviews reports and recommendations related to new building construction and modifications, equipment purchases and related costs. Coordinates clinical program needs with dietary and stores capabilities. Serves on a variety of hospital and statewide committees. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four (4) years college. Requires three (3) years progressively responsible administrative experience operating a business office for a public or business organization. Preferred Qualifications Three (3) years of professional experience managing and directing a large-scale multi-faceted support operations office for a public or private organization. Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing, and signing performance evaluations and approving time off. Three (3) years of professional experience managing a budget including designing and developing budget reports for a public or private organization. Three (3) years of professional experience utilizing computer based and automated accounting systems and financial spreadsheets. Three (3) years of professional experience developing and interpreting policies and procedures for a public or private organization. Three (3) years of professional experience working with State and Federal regulations conducting safety assessments of buildings and/or grounds for a public or private organization. Conditions of Employment Requires ability to pass the IDHS background check. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law. Requires the ability to travel in the performance of job duties. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.
