INTERNAL
POSTING-only temporary or permanent NC state government employees or layoff candidates with the State of North Carolina eligible for RIF priority reemployment consideration as described by GS 126May Apply" Serve as HR liaison for the Division of Highways. This position ensures efficient administrative services across 14 divisions, Highway Operations, Field Support, Preconstruction, Division of Planning and Programming, Facilities, Mobility and Safety and serves as a key liaison between the Chief Engineer's Office and internal and external stakeholders. This position supports management and acts on their behalf for budget, HR related and other administrative functions. Interprets and applies State and NCDOT personnel policies, procedures, guidelines, and regulations, including salary administration guidelines. Reviews all personnel related documents for compliance. Advises Chief Engineer and DOH staff on personnel issues/policies and works with the DOT Human Resources office to provide appropriate guidance to management for hiring, salary administration and disciplinary actions. Reviews all DOH hiring packages for Chief's approval. Reviews reallocation requests, position transfers, supervisory changes for DOH on behalf of Chief Engineer before submission to HR Classification and Compensation. Assists DOH employees and management with creating, revising, implementing, interpreting, and disseminating appropriate personnel policies, and procedures as they relate to employee benefits, FMLA administration, Workers Comp, recruiting and assigning personnel, scheduling orientation, tracking and posting of personnel vacancies, etc., through the Beacon system. Makes administrative budgetary decisions regarding budget expenditures and line-item transfers. Prepares various HR reports; maintains Mission Critical requests. Prepare budget reports for management and interact with the Budget Director to ensure DOH complies with various budget directives, such as implementing budget reductions, salary reserves, etc. Manages the NCVIP Program for the DOH by monitoring and reviewing DOH employees' NCVIP and preparing reports for management. Serves as Training, BSIP, and IT Coordinator. Serves as backup P-card Administrator which includes reconciling transactions, preparing P-card and Non-PO reports for the Chief Engineer. Serves as backup Travel Administrator - enters, reviews, and approves expenses for CEO and Directors. Performs other duties as requested. This position requires a significant working knowledge of the policies, procedures and programs and organization of the Department of Transportation. Comprehensive knowledge and understanding of principles and practices of personnel, public and business administration. Thorough knowledge and understanding of personnel policies and practices. Must have the ability to exercise judgement and discretion in applying and interpreting policies and procedures. Considerable knowledge of purchasing and accounting practices and procedures. Comprehensive knowledge and understanding of how to use computer systems including SAP modules, BEACON, Workday, LMS and other NCDOT systems to accomplish responsibilities. Strong knowledge and understanding of the laws and statutes related to government financial operations. Ability to gather, organize and analyze financial information and other data. Ability to review, examine and prepare documents. Ability to plan and direct fiscal activities. Ability to train and assist employees in business operations. Strong interpersonal skills to establish collaborative working relationships within agency and outside contacts. Ability to communicate information, general guidelines and standard procedures. Must have considerable knowledge of the principles and procedures and state guidelines governing record management. Ability to manage, plan, assign and review the work of others. Considerable knowledge of office management practices, letter composition, and effective communication skills both oral and written. This position requires organizational skills to organize workflow. The position must be able to perform, manage, and coordinate administrative tasks, research, interpret, and analyze DOT policies and procedures and make appropriate decisions. The position requires the ability to solve problems. The employee must also be able to train other administrative staff in the office practices of the Chief Engineer's office.
Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range:
NC14 $52,592- $92,036 Management prefers applicants with the following: Experience in office management functions to include personnel, payroll, budget management, travel, purchasing, and records management. Experience using Microsoft Office Word, Excel; Outlook Mail and Calendar, SAP. Experience gathering and analyzing data/information and composing technical and administrative reports Demonstrated ability to independently analyze and interpret policy and procedures to resolve problems and questions Experience independently and accurately processing, retrieving or referencing information from database systems using SAP, Beacon, Workday, and LMS which includes Training and NCVIP's Minimum Education and Experience Some state job postings say you can qualify by an "equivalent combination of education and experience."
