This position coordinates and administers the District's Medicaid Administrative Claiming (MAC) program, ensuring compliance with Washington State Health Care Authority (HCA) requirements, Office of Superintendent of Public Instruction (OSPI) guidance, and federal Centers for Medicare & Medicaid Services (CMS) regulations. The MAC Coordinating Technician supports District revenue recovery by ensuring accurate and compliant administrative claiming, maintaining audit-ready documentation, and providing training and technical assistance to certificated and classified staff participating in Medicaid administrative activities. This position provides technical support for the District's Medicaid Administrative Claiming processes and supports sound fiscal and compliance practices. ESSENTIAL JOB FUNCTIONS
Provides technical support for the District's Medicaid Administrative Claiming program in alignment with federal, state, and District requirements. Assists with the development and maintenance of procedures and documentation for Medicaid Administrative Claiming to support compliance, consistency, and audit readiness. Monitors updates to Medicaid regulations, state plans, and OSPI guidance and communicates relevant information to appropriate staff. Oversees staff participation in MAC time studies; coordinates collection, validation, and review of time study data and other required documentation. Reviews submitted data for accuracy and completeness prior to certification and submission. Coordinates preparation and timely submission of Medicaid Administrative Claims in accordance with state-established schedules and requirements. Tracks MAC revenues; reconciles payments and prepares reports for Business Services and District administration. Maintains complete, organized, and secure Medicaid claiming records in accordance with Washington State records retention requirements. Provides training and technical support to certificated staff (e.g., nurses, counselors, psychologists, administrators) and classified staff on allowable Medicaid administrative activities, time study processes, and documentation standards. Develops and distributes written guidance, training materials, and job aids tailored to Washington State MAC requirements. Serves as a point of contact with the Washington State Health Care Authority, OSPI, fiscal intermediaries, auditors, and Medicaid consultants as assigned. Assists with audit preparation, documentation collection, and responses related to Medicaid Administrative Claiming reviews. Collaborates with Business Services, Student Support Services, Special Education, and Human Resources to ensure program alignment and accurate reporting. Provides responsive, solutions-oriented support to schools and departments regarding Medicaid administrative claiming requirements. OTHER JOB DUTIES
Maintains and updates knowledge and skills required for success in the position through participation in professional development as needed or assigned. Assists with related Medicaid cost recovery programs (e.g., School Based Health Services) as assigned. Manages special projects and performs related duties as assigned, on a temporary basis. Regular, reliable, predictable attendance or physical presence is an essential job requirement and critical to the performance of the work. CONDITIONS
Office environment; required to concentrate on detail with frequent interruptions; substantial requirement to work with regulatory deadlines and compliance standards; occasionally required to work with sensitive or confidential information; may be required to travel to District or school sites; may be required to lift and carry up to 20 pounds and perform typical office-related physical activities. MINIMUM QUALIFICATIONS
Education and Experience Bachelor's degree in public administration, business, finance, health administration, education, or a closely related field; experience with Medicaid claiming, compliance, public sector finance, or education administration preferred. Experience in a Washington State public school district, Educational Service District (ESD), or governmental agency preferred. Equivalent combinations of education and experience will be evaluated by the Human Resources Department for comparability. Licenses/Special Requirements Must maintain all licenses and certifications as a condition of continued employment, if applicable. Fingerprints and successful Washington State Patrol and FBI background clearance / Sexual Misconduct clearance. Knowledge, Skills, and Abilities Knowledge of Medicaid Administrative Claiming principles and compliance requirements, or ability to acquire such knowledge rapidly. Knowledge of Washington State public school operations and the roles of certificated and classified staff. Knowledge of records retention, audit, and compliance principles. Skill in organizing, validating, and analyzing detailed data. Skill in providing training, technical assistance, and clear written and verbal communication to professional staff. Skill in following established procedures and applying program requirements accurately. Ability to apply established federal, state, and District policies and procedures. Ability to meet deadlines, manage multiple assignments, and work independently. Ability to operate personal computers and utilize Microsoft Office applications, particularly Excel and Word; experience with Medicaid claiming systems preferred. Ability to maintain confidentiality and exercise sound judgment. Ability to establish and maintain effective working relationships in a diverse, multicultural environment. Ability to demonstrate reasonable, reliable, and regular attendance.
