Job Description

Utility Clerk - Send Resume to utilityclerk@springhill-la.us Position Summary The Utility Clerk performs administrative, financial, and customer‑service duties that support the city's utility billing operations. This includes managing customer accounts, processing payments, preparing bills, maintaining records, and coordinating with Public Works for service orders. The position is typically non‑exempt and reports to the City Clerk . Essential Duties & Responsibilities Customer Service & Public Interaction Greets customers, answers phones, and responds to inquiries about billing, consumption, and service issues. Explains fees, policies, and account status; assists with complaints and dispute resolution. Coordinates with field crews for leaks, meter rereads, turn‑ons, cut‑offs, and repairs. Billing & Payment Processing Collects monthly meter readings and enters data into the billing system. Prepares, prints, and mails monthly utility bills. Receives payments (cash, check, online), posts receipts, balances cash drawers, and prepares deposits. Processes penalties, late fees, delinquent notices, and shut‑off lists. Account Management Creates new utility accounts; processes transfers and disconnections. Updates customer information and maintains meter records. Generates work orders for meter installations, rereads, and repairs. Prepares final bills and customer refunds. Recordkeeping & Reporting Maintains customer files, deposit records, and billing documentation. Compiles data for monthly and annual reports. Assists with audits and provides required documentation. Minimum Qualifications High school diploma or GED. Experience in clerical work, bookkeeping, or utility billing preferred. Proficiency with office software (Word, Excel) and billing systems. Strong math skills, accuracy, and attention to detail. Excellent communication and customer‑service skills. Knowledge, Skills & Abilities Knowledge of administrative and clerical procedures. Ability to work independently, multitask, and stay organized. Strong listening, problem‑solving, and critical‑thinking skills. Ability to maintain confidentiality and handle sensitive information. Working Conditions Office environment with frequent public interaction. Extended periods of sitting and computer use. Occasional lifting of files or office materials.
