GENERAL SUMMARY

Under supervision of the Finance Officer, the Utility Billing Clerk is responsible for all related utility billing duties, provides accurate and timely information to customers regarding a wide variety of questions related to utilities, permitting, zoning and other aspects of City function. Assists the Finance Director and other department heads as needed with a wide variety of tasks.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Follow all prescribed safety policies and procedures at all times Perform all related utility billing duties, including but not limited to: Processing daily payments of all utility bills by all methods received and responsible for correct and accurate daily deposits Enters meter readings and prepares monthly bills, including statement groups, bad debt account maintenance and refund checks Prepares a variety of utility billing documents including work orders, new service applications, credit/account adjustments, and collection letters Assists customers with general questions or concerns regarding their accounts Sets up new accounts, terminations and all other aspects of account management Ensure accuracy of utility billing by verifying calculations and initializing re-reads, if necessary Submits work orders for investigation by reviewing reports for unusual usage; reviewing revenue trends; analyzing meter reports for review; and discussing with appropriate staff Respond to citizen inquiries and complaints; research and resolve any discrepancies; explain policies and procedures to citizens; prepare and document account adjustments Prepare work orders for re-reads; calculate and enter bill balance adjustments Prepare meter reader books; update and maintain files for meter reading Verify payment of bills and current service status; document collections and payments; dispatch service connection and disconnection orders accordingly Prepare, transmit and post monthly ACH payments Prepare monthly, quarterly and yearly reports Prepare and maintain a variety of letters and reports Miscellaneous garbage charges on all utility accounts; reconcile waste management billing from contractor Perform related duties and responsibilities as required Provides accurate and timely information to customers regarding a wide variety of questions related to utilities, permitting, zoning and other aspects of City function; assists Finance Director and other Department Heads as needed with a wide variety of tasks, including, but not limited to: Collects and record all payments received for accounts receivable, permits and other departments and balance cash drawers Prepare permit forms and explain permit procedures to customers Assists customers by phone, in person or by email, with general questions regarding permitting, zoning and generalized city related questions Assists with incoming mail; sorting and distribution as well as outgoing mail Organize facility rentals, accept applications and deposits, update database, communicate to other departments and refund deposits Maintain postage levels in postage meter Assists the Finance Director with research, database management and a variety of other duties, as assigned, etc.

EDUCATION, TRAINING, EXPERIENCE, CERTIFICATION

Minimum High School Diploma or equivalent Must possess a valid Texas Driver's License and have a good driving record Standard level computer skills in the use of Microsoft Office software and data entry, operate a 10 key calculator by touch Work with and understand numbering and filing systems Municipal office experience, utility billing and/or experience in InCode preferred Experience preferred, however qualified applicants who meet position requirements and are willing to learn will be considered
