The incumbent provides front-desk reception, general information services, and administrative support to residents, applicants, landlords, vendors, and members of the public, and also processes HCV applications, conducts initial eligibility determinations, verifies income and assets, administers the HCV waiting list, and coordinates the move-in process for approved applicants. The incumbent also provides backup work order coordination for Public Housing and Low-Income Housing Tax Credit (LIHTC) units and maintains the confidentiality of housing, financial, and personally identifiable information in accordance with applicable program and privacy requirements. All activities must support Greeley Housing Authority's ("GHA") mission, strategic goals, and objectives. Reception and Customer Service Housing Program Support Appointment and Office Coordination Mail and Correspondence Administrative Support Payments and Financial Transactions Communication and Public Information Confidentiality and Compliance Work Order Coordination Applicant and Eligibility Processing Waiting List Administration Income and Asset Verification Family Composition and Initial Program Compliance Rent and Housing Assistance Calculations Participant Services — Eligibility Functions Compliance and Quality Control EIV and Data Security Documentation and Recordkeeping Other Duties Job Competencies § Knowledge of GHA departments, programs, staff contacts, and frequently requested administrative information. § Knowledge of affordable housing programs, including the Housing Choice Voucher (HCV), Public Housing, and other housing assistance programs administered or managed by GHA. § Knowledge of applicable Fair Housing, Section 504, ADA, and civil rights requirements as they apply to public-facing housing program administration. § Knowledge of HUD Housing Choice Voucher program regulations, eligibility requirements, and administrative procedures as established in HUD requirements and GHA's Administrative Plan. § Knowledge of HUD waiting list administration requirements, applicable local preferences, and tenant selection procedures under GHA's Tenant Selection Plan. § Knowledge of HUD Enterprise Income Verification (EIV) system requirements and applicable data security, access, and confidentiality protocols. § Ability to provide responsive customer service to residents, applicants, landlords, vendors, and members of the general public. § Ability to communicate clearly in oral and written form with individuals from diverse linguistic, cultural, and socioeconomic backgrounds, including those requiring language access services. § Ability to manage interactions with difficult or upset customers and apply de-escalation techniques in accordance with GHA customer service procedures. § Ability to maintain the confidentiality of applicant, participant, employee, and organizational information in accordance with applicable privacy and records management requirements. § Ability to organize and prioritize multiple concurrent tasks in a high-volume office environment. § Ability to enter and retrieve data from electronic records management systems with a high degree of accuracy. § Ability to interpret and apply agency policies, program procedures, HUD Housing Choice Voucher regulations, and GHA's Administrative Plan to assigned duties and individual eligibility determinations. § Ability to complete assigned duties independently and coordinate with staff across GHA departments as required. § Ability to calculate annual income, adjusted income, applicable deductions, tenant rent portions, and initial Housing Assistance Payments in accordance with HUD requirements. § Ability to obtain, evaluate, and document third-party and participant-provided verification in accordance with HUD verification requirements. § Ability to conduct eligibility interviews and explain program requirements, eligibility determinations, and initial rent calculations to applicants. § Ability to identify discrepancies between participant-reported information and third-party verification sources and resolve discrepancies in accordance with applicable requirements and GHA procedures. § Ability to process eligibility determinations and program actions within required HUD and GHA timeframes. Experience Education:
High school diploma or GED required. An Associate's degree in business administration, public administration, human services, accounting, housing, or a related field is preferred.Experience:
One to two years of experience in affordable housing, Housing Choice Voucher program administration, eligibility determination, case management, customer service, reception, office administration, or a related field is preferred. Experience involving income verification, financial calculations, government programs, or regulatory compliance is also preferred. Must possess a valid driver's license and be insurable under Greeley Housing Authority's plan. (If applicable)Equivalent Qualifications:
A combination of education, training, certifications, and relevant professional experience that demonstrates the knowledge and ability necessary to successfully perform the essential functions of the position may be considered.Preferred Qualifications:
§ Prior experience working for a public housing authority or other governmental agency, or with low-income housing or housing assistance programs. § Experience with HUD's Enterprise Income Verification (EIV) system. § Experience calculating HCV income, rent, deductions, and allowances. § Experience with HUD regulations and PIH Notices. § Experience with waiting list administration. § HCV certification or other HUD housing certification. § Experience working with confidential or sensitive information or handling payments or other financial transactions. § Bilingual English/Spanish communication skills. Technical Skills The incumbent must demonstrate proficiency with Microsoft Office applications, including Word, Excel, and Outlook, as well as standard office equipment such as multiline telephone systems, copiers, scanners, and facsimile machines. The incumbent must demonstrate the ability to learn and use the Yardi housing management software platform, the HUD Enterprise Income Verification (EIV) system and other HUD-required databases. Must learn to use the agency's telephonic interpreter service for communication with limited English proficient applicants and participants, and other GHA-designated agency systems as required by assigned duties.
