The Paratransit Coordinator is responsible for administering the eligibility determination process for ADA complementary paratransit service, and for assisting in the oversight of paratransit service delivery. This role ensures that eligibility assessments are conducted fairly, consistently, and in compliance with the Americans with Disabilities Act (ADA) and Federal Transit Administration (FTA) guidance. The coordinator works closely with applicants, riders, and healthcare professionals to evaluate functional ability, document eligibility decisions, assist riders with transportation needs, and maintain accurate records that support safe and reliable service.ESSENTIAL FUNCTIONS OF THE JOB
Ensure the timely and accurate receipt and recording of paratransit eligibility applications and determinations. Conduct in-person, telephone, and/or paper-based paratransit eligibility assessments, including interviews, in accordance with ADA guidelines. Apply consistent criteria to determine unrestricted, conditional, temporary, or ineligible determinations, ensuring compliance with ADA, local, state, and federal regulations and agency policy. Compose and issue eligibility determination letters within ADA and agency timeframes. Review medical or professional documentation submitted with customer applications to determine eligibility. Communicate directly with client, client's family members, responsible human service agency and/or medical professional to solicit and obtain information relative to the nature, impact, and functional limitations associated with the applicant's disability. Respond to inquiries regarding application status, eligibility determinations, program policies and procedures, and other requests. Maintain all customer communications in written form such as determination and recertification letters in a timely manner consistent with policy. Provide applicants with education and informational material including eligibility determination appeals process, alternative transportation options, and Lextran Wheels Rider Guide. Maintain accurate and confidential records of applications, assessments, determinations, and correspondence in compliance with HIPPA regulations. Coordinate with Lextran Wheels paratransit scheduling/dispatch staff to ensure timely activation of eligible riders in the paratransit system. Track eligibility data related to the process - such as application volumes, approval rates, appeals, and renewal cycles; prepare reports for management and the Board of Directors. Serve as a subject matter expert on ADA and eligibility process as it relates to paratransit services, including Wheels policies and procedures for riders, families, and community organizations. Aids and assists the Compliance Manager, as needed. Perform other duties as assigned. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Bachelor's degree in rehabilitation, social services, transportation, public administration, or related field preferred; equivalent experience may be considered. Experience in disability services, social work, transit/paratransit operations, or related eligibility/case management roles. Knowledge of ADA paratransit regulations (49 CFR Part 37) and FTA guidance strongly preferred. Strong interpersonal skills, including the ability to communicate respectfully and effectively with individuals from diverse backgrounds and with varying abilities. Detail-oriented with strong organizational and record-keeping skills. Ability to maintain confidentiality and exercise sound judgment. Proficiency with Microsoft Office Suite; experience with eligibility or case management software a plus. Bilingual skills desirable.PHYSICAL REQUIREMENTS ESSENTIAL TO PERFORM THE DUTIES OF THE JOB
