Education and Experience:
Associate's degree or two year technical/vocational school training. Bachelor's degree preferred. Four years related experience or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
Knowledge:
Requires para-professional level of knowledge equivalent to that normally acquired through an Associate's degree program. Four to five years experience is necessary to gain full knowledge of local government requirements, departmental procedures and processes, and general supervisory skills. Principles and practices of Public Administration. Recordkeeping, report preparation, filing methods and records management techniques.
Skills:
Analyzing and resolving office administrative situations and problems. Researching, compiling, and summarizing a variety of informational and statistical data and materials. Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction. Planning, organizing, assigning, directing, reviewing and evaluating the work of staff. Selecting and motivating staff and providing for their training and professional development. Preparing clear and concise reports, correspondence and other written materials. Analytical abilities are required to interpret data, recognize discrepancies contained in data, and correct or determine the cause of discrepancies. Interpersonal skills necessary to effectively lead subordinates, resolve minor complaints, and deal with day to day occurrences. Interpersonal skills necessary to be pleasant and helpful to citizens and courteous of fellow employees while performing duties.
Mental and Physical Abilities:
Ability to maintain regular, predictable and punctual attendance. Ability to concentrate and pay close attention to detail with constant breaks in concentration associated with answering phones or speaking in person to citizens and co-workers requiring assistance. Mental/visual fatigue associated with sustained concentration in addition to adhering to deadlines established for reports. Frequent breaks in concentration caused by interruption from staff requiring assistance also produces fatigue due to shifting of attention. Limited amount of physical effort required associated with walking, standing, and lifting and carrying light objects approximately (5-10%) of work time.
DUTIES AND RESPONSIBILITIES
Essential Functions:
Attends, records, and takes notes of all Council meetings including work sessions and regular and special meetings. Reviews and verifies accuracy of minutes; prepares copies of official proceedings for Council review and approval. Dictates ordinances, speeches, memoranda, proclamations, bids, correspondence, reports, and other documents pertinent to the department; proofreads and corrects documents. Supervises the preparation and maintenance of official records, ordinances, resolutions, minutes, and related materials and documents of the City, ensuring the accuracy and accessibility to all citizens as well as employees. Provides the proper public notice of all Council meetings in compliance with the Statutory provisions identified in the Open Meetings Act and Title 74. Establishes and ensures the proper maintenance of an official filing system; ensure quick retrieval of documents; files, indexes, and preserves all official records. Signs and attests all ordinances and other acts of the Council; serves as the official custodian of the seal. Supervises and coordinates the publication of all required legal notices. Supervises clerical personnel; interviews and hires personnel; instructs employees in correct methods and procedures; trains employees in safe operation of equipment; monitors and inspects work in progress to ensure continuity and timely completion of work; reviews and evaluates employee performance. Supervises staff and activities of Facilities Maintenance to ensure all buildings are kept in good repair and safe for employees and the public. Monitors the preparation and distribution of the City Council agenda and minutes; confers with all City departments in order to make certain that agenda items are accurate. Proofreads the entire City Council agenda to make certain that agenda items are accurate and complete. Directs and monitors the issuance of all licenses; signs all city licenses verifying that all criteria is met; establishes recordkeeping practices for licenses and permits ensuring that information is easily accessible. Provides direct assistance to the City Council members; attends all Council meetings and maintains records of proceedings; assists all Council members in resolving citizen complaints; maintains recordkeeping system for quick and accurate follow-through and referral. Assists citizens through the telephone as well as written correspondence; answers questions regarding city services and the Code of Ordinances utilizing knowledge of the city departments, services and the City Charter and ordinances. Monitors information programmed on the City Cable Channel and activities handled by the Action Center. Provides assistance with special projects as requested by the City Manager. Serves as staff liaison to the Norman Election Commission; prepares minutes and agenda; receives and reviews all campaign report forms from candidates for the City Council. Serves as the Ex-Officio member of the Retirement Board, the Ex-Officio member of the Library Board, the Ex-Officio member of the Norman Convention and Visitors Board, and chairs License Review Board meetings. Monitors staffing to multiple Council Committees and attends various other meetings as required. Performs other related work as required.
WORKING CONDITIONS
Works in a normal office environment where there are little or no physical discomforts associated with changes in weather such as rain, cold, snow, heat, or discomforts associated with noise, dust, dirt, and the like.
