Job Description

Position Summary:
Under the general supervision of the Neighborhood Services Manager, duties include conducting inspections and identifying code violations; preparing and mailing various reports, notifications, and citations; meeting with homeowners, renters, and business owners to facilitate voluntary code compliance and final resolution; making court appearances; answering questions and providing information regarding zoning and code violation issues and minimum standards for residential, multi-family, and commercial properties. Duties also include completing data entry, maintaining accurate records, and assisting with special projects as needed. Must also have a clear understanding of city ordinances and codes, and possess good communication and presentation skills. Work hours are Monday - Friday, 8:00 am - 5:00 pm, and some after-hours and Saturdays may be required on occasion. The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class. Provide direction when deficiencies or violations are discovered and issue "Stop Work" orders or citations for non-compliance with appropriate codes. Prepare reports of field inspections, and may consult with the City Attorney and act as a witness in the prosecution of code violators Investigate complaints and notify the parties out of compliance with ordinances, what changes are required, and develop written evidence for possible legal action. Patrol neighborhoods, identifying violations of health, building, zoning, and other City ordinances, and enforcing the applicable law. Enforce ordinances in response to complaint calls, dispatched calls, or personal observation. Investigate and assist in the legal process of the abatement of abandoned and dangerous buildings. Maintain an accurate daily log and a list of current inspections, complaints, and problems reported so that the status can be determined at all times. Prepare all necessary documents and input all cases into the computer program. Prepare cases for court and appear in court as needed. Answer questions regarding various codes and ordinances, receive and log complaints, putting hostile and upset people at ease. Organizes own work, sets priorities, and meets critical deadlines. Develop and maintain detailed case files using Incode Call Center Program and/or My Government Online (MGO) software. Responsible for the care, condition, and use of city equipment Performs other job-related duties/activities as requested, required, or directed
Knowledge, Skills, and Abilities:
Ability to gain knowledge of the City of Alvarado's code of ordinances, zoning codes, property maintenance code, and oversee its enforcement Ability to communicate professionally, tactfully, and effectively with the public, developers, co-workers, administrative staff, local agencies, and members of City Council Ability to make clear and concise decisions regarding life, health, and safety issues regarding the public. Ability to maintain records, prepare reports, routine correspondence, and memorandums. Skilled in communicating effectively orally and in writing, and in advising on standard compliance methods. Ability to negotiate and resolve complex and sensitive problems. Ability to understand and follow written and oral instructions. Ability to handle multiple assignments. Exceptional organizational and time management skills Collaborative and team-oriented Knowledge of computer operations for daily input Ability to work evenings and weekends occasionally, as needed
Education, Training, and Experience:
High School Diploma or G.E.D. required Current Registered Code Enforcement Officer License issued by the Texas Department of Licensing and Regulation (TDLR) or the ability to obtain within one (1) year of employment Minimum of one (1) year of job or field-related experience or equivalent duties
Valid Class C Driver's License Preferred Qualifications:
Two (2) years of experience in Code Enforcement working for a municipality Relevant Licensing or Certifications The physical, mental, and work environment characteristics described below are representative of those an employee may encounter while performing the essential duties of this position. Physical Requirements Wide range of physical activities, including climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, and walking for extended periods or across multiple work sites. Duties also involve pushing, pulling, lifting, grasping, fingering, and repetitive hand and wrist motions, requiring the use of upper extremities, back muscles, and fine motor skills. Employees must be able to perceive objects by touch, communicate effectively through speaking and hearing, and accurately exchange detailed verbal information. The position is classified as light work, requiring the exertion of up to 50 pounds occasionally, 30 pounds frequently, and 10 pounds regularly, and negligible force constantly to move objects. Visual Requirements Requires close and distance vision, including depth perception and visual acuity Ability to read documents, analyze data, and perform detailed visual inspections Ability to operate vehicles, equipment, and tools safely Ability to observe and assess work quality, accuracy, and overall site conditions Work Environment Work is performed in both indoor and outdoor environments Regular exposure to extreme weather conditions, including heat and cold Exposure to loud noise, heavy equipment, traffic, and construction hazards May involve exposure to dust, fumes, chemicals, and other airborne particles Work may occur in confined spaces, trenches, or narrow areas
