Office Manager The Town Council of Bell, Florida is seeking a proven, dedicated, innovative, and experienced individual for Office Manager. The Town Council is looking for an individual with a background in city, county or private office administration to manage the town office. An ideal candidate should have experience in office management. The position provides executive leadership and overall direction to manage town employee(s), including providing guidance to the Town Council on policies and procedures, administering the annual budget, working with citizens groups, and responsible for the day-to-day affairs of the City, consistent with Florida Statutes Chapter 166. 1.
Education and Experience Requirements:
  • High School Diploma and 1 year experience working in a city or county governmental office or working in a professional office environment.
  • Driver's License is required to drive to various worksite location as needed by the employer.
  • Computer experience required, Word, Excel and Quick books.

General Requirements :
The Office Manager's duties shall include the following matters, but are not limited to other duties as may be agreed upon by the Town Council and the Office Manager in the future:
  • Manage and maintain on a daily basis the Town of Bell office Monday to Friday from 9:00 a.m. to 2:00 p.m., except for periods when the Office Manager is out of the office conducting official town business, or where they have taken personal leave with prior notice to the Mayor, or in their absence, to the President of the Town Council.
  • All daily decisions for the proper function of the town shall be made solely by the Office Manager and be directed through them except for those matters that require a decision by the entire Town Council which shall be made at a duly advertised or posted public meeting.
  • No individual Council Member nor the Mayor shall have individual authority to direct the day-to-day town business management of the Office Manager, which may only be directed by the Town Council at a duly called meeting of the Bell Town Council.
  • Maintain all Community Center Rentals and fee collection and deposits for the same.
  • Handle all initial Land Development Code inquiries as the point of contact and issue all Town of Bell Zoning Compliance Certificates for issuance of necessary building permits through the Gilchrist County Building Department.
  • Issue Occupational Licenses.
  • Collect and respond to United States Mail by the town as necessary and appropriate.
  • Keep month to month profit and loss statements and provide them to the Town Council and Mayor for monthly approval.
  • Pay all town bills as necessary and ensure the town employee(s) and officials receive their appropriate timely compensation.
  • Keep and maintain all bank accounts of the town, including with Town Council approval investment and reinvestment of Certificates of Deposit in FDIC Insured Commercial Banks. The Office Manager shall also reconcile and balance the town checking account and provide a balance sheet to the Town Council on a monthly basis.
  • Assist with preparation of annual town budget, including providing information for annual tentative and final budget hearings.
  • Handle all public records requests in a timely manner.
  • Provide guidance and direction to the Town Council upon request and handle specific requests of the Town Council or Mayor as specifically directed at a duly noticed town meeting.
  • The Office Manager must be capable of being bonded to handle public funds and all other office duties.

Expected Salary Range:
  • $15.00 to $18.00 per hour based upon experience.
  • The successful candidate shall serve at the pleasure of the Bell Town Council as an at-will employee of the Town Council.
