Job Summary The Enterprise Translations Office (ETO) is the linguistic bridge connecting Minnesota's government services with our diverse communities and is a trusted partner for translation excellence. Established in State law under Minn. Stat. §16B.373, ETO offers a centralized and specialized translation services for Executive Branch agencies and is dedicated to breaking down language barriers and ensuring that all Minnesotans have equal access to vital information and services. Translation services focus on Spanish, Hmong, and Somali languages, but ETO also provides translation support for other languages as needed. ETO develops translations standards, supports multilingual initiatives, and integrates AI tools to optimize translation workflows, enhancing accessibility across various public services. We are seeking an engaged, innovative, and effective leader to provide direction and oversight of a centralized translations office by developing, evolving, and coordinating enterprise policies, developing best practices, collaborating in procuring vendor services, overseeing information technology that supports delivery of quality translations services, and supervising a team that provides translations services for written materials for Executive Branch agencies. This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Please review the Telework Policy for details. In addition, minimal travel to other locations may be necessary with stakeholders, partners, and customers. Qualifications Minimum Qualifications The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position. Four (4) years of professional experience in strategic planning, policy development, or management of a division or work unit. A Master's degree in business, community development, public/social services, or related field may substitute for 18 months of experience as described. A Bachelor's degree as specified above, including a field that demonstrates and supports language proficiency, may substitute for one (1) year of experience as described. An Associate's degree as specified above, including a field that demonstrates and supports language proficiency, may substitute for six (6) months of experience as described. Experience as a manager, supervisor, project manager, or team lead demonstrating the ability to delegate, monitor work performance, motivate, engage, and execute program goals. Experience with budgeting and financial management overseeing disbursement and expenditure of funds. Familiarity with information technology used in translation services and other relevant technology services, including AI, for managing service delivery. Demonstrated skills and abilities to envision, design, and execute programs that enhances the efficiency and effectiveness of activities across multiple locations or business units. Strong communication, presentation, and outreach skills with the ability to engage a wide array of audiences and maintain positive relationships with customers, partners, and stakeholders. Strong interpersonal and human relations skills to develop and cultivate a strong team environment integrating culturally competent approaches into working with others. Preferred Qualifications Experience working in a multilingual environment. Familiarity with provisions or procurement of translation services. Strong organizational and project management skills with the ability to simultaneously direct numerous projects, working with diverse points of view, and incorporating them when prioritizing initiatives and developing strategies. Experience working in a highly unionized work environment. Ability to deal with ambiguity as problems encountered may not have any existing and/or clearly defined solutions or precedence. Creative problem-solving, innovative approaches, and critical thinking involving managerial, administrative, political, legal, diplomatic, technical, and operational matters. Champion changes by continuously seeking and examining best practices.
