We are currently seeking experienced candidates for the position of Chancellor's Office Budget Manager. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Salary The anticipated salary hiring range is up to $101,952 per year, commensurate with qualifications and experience. Premium Benefits Comprehensive Health, Dental, and Vision Benefits Generous vacation plan 15 paid holidays a year Tuition waiver education program (also applies to eligible family members) Membership in the California Public Employees Retirement System (PERS) More details here: Comprehensive Benefits Package Classification Administrator II Position Information The California State University, Office of the Chancellor, is seeking a Chancellor's Office Budget Manager to independently administers and oversees the Chancellor's Office operating budget, performing complex fiscal analysis, allocating executive-approved appropriations, and providing authoritative guidance to divisions to ensure compliance with CSU and state fiscal policies. The incumbent manages budget-related projects and represents the Director in assigned matters. The CO Budget Manager serves as the functional lead for CO budget-related financial systems, overseeing PeopleSoft (CFS), HR, Data Warehouse, and Asset Management implementations and upgrades; administers the CO fixed assets program; supervises the CO Property Clerk; and maintains the CO Budget website to support transparency, internal controls, and operational effectiveness. Responsibilities Under the general direction of the Chancellor's Office Budget Director, the Chancellor's Office Budget Manager will:- Conduct complex fiscal and budget analyses to identify trends and evaluate financial performance. Develop and maintain financial models and analytical tools to support strategic resource planning and performance measurement. Exercise independent judgment in resolving complex budget variances and recommending corrective actions.
- Analyze proposed budget transactions for compliance with CSU systemwide policy, state regulations, and fund restrictions prior to approval.
- Oversee the monthly Labor Cost Distribution (LCD) process within PeopleSoft HR, including validation of payroll distribution tables, maintaining position funding setups, creating and maintaining budget code configurations, processing payroll adjustment, and resolving payroll distribution errors and overrides to ensure accurate data integration with the PeopleSoft Finance module.

technical team and CMS Central to resolve HR and transactional issues.- Oversee development and maintenance of the CO position control roster, ensuring alignment between authorized positions, funding sources, and approved budget allocations. Reconcile position budgets with payroll distributions to ensure accurate labor cost alignment across funds. Develop and maintain salary projection models to support budget planning and workforce strategy.
- Oversee administration of the CO fixed assets program, ensuring accurate capitalization, tracking, and disposal of assets in compliance with CSU policy and accounting standards. Supervise and provide direction to the Property Clerk to ensure operational compliance.
- Conduct comprehensive reviews of CO budget and fiscal workflows to identify inefficiencies, control gaps, and compliance risks.
- Coordinate the development, review, and validation of the annual CO operating budget across all funds prior to posting in PeopleSoft Finance. Post and validate annual budget entries in PeopleSoft Finance, ensuring accuracy and proper fund alignment.

Budget file in accordance with CSU systemwide reporting guidelines and timelines. Compile, review, and validate financial data from multiple funds and sources to ensure accuracy and completeness prior to submission. Analyze budget data to confirm alignment with executive-approved appropriations and posted PeopleSoft Finance balances. InterpretCSU FIRMS
reporting requirements and appropriate object codes, classifications, and fund mappings.- Serve as functional lead for all CO Budget assigned tasks for PeopleSoft Finance, HR, Asset Management, and Data Warehouse modules. Execute test plans for system upgrades, patches, conversions, and new functionality; validate results prior to implementation.
- Support oversight of CO building facilities renovation, construction, and maintenance project budgets and expenditures.
- Assist the Budget Director with Special Projects. Qualifications This position requires:
- Bachelor's degree in Finance, Accounting, Business Administration or equivalent
- Three to five years' experience in financial/budget analysis, budget forecasting and reconciling fiscal reports, preferably in a public higher education institution.
- Skilled with Excel, Microsoft Word, Peoplesoft Tools and Queries, and Microsoft Outlook.
- Experience with Peoplesoft Finance and HR software, including Data Warehouse and QuickSight is preferred.
- Ability to define problems, research data, perform in-depth financial analyses, and develop strategic solutions to budget process issues that may arise.
- Ability to perform complex financial analyses with attention to detail.
- Ability to effectively communicate both verbally and in writing with staff and management at all levels.
- Ability to work independently with minimal supervision in a team environment and adapts well to changing priorities.
- Ability to plan and prioritize tasks to meet important deadlines.
- Ability to train and recommend solutions to budget related issues.
- Ability to lead, motivate and develop staff.
