GENERAL JOB DESCRIPTION
Assists with transportation planning, financial administration, federal grant support, project coordination, and public communication functions for the Cheyenne Metropolitan Planning Organization (MPO). Supports development of planning studies, consultant coordination, budgeting and billing processes, federal funding documentation, committee administration, website and social media content management. Work is performed under the direction of the MPO Director and/or Senior Planner and requires technical knowledge, organizational skills, and coordination among local, state, and federal partners.
PRIMARY DUTIES AND RESPONSIBILITIES
Assists in the preparation and updates of transportation plans, studies, and reports including the MTP, TIP, PPP, safety plans, corridor studies, and performance measure documentation; conducts research, data analysis, and policy evaluation. Assists in the preparation and administration of federal and state transportation grants (including PL and
FTA 5305
(d)); supports development of grant applications, amendments, progress reports, reimbursement requests, and compliance documentation in coordination with MPO leadership and partner agencies. Participates in preparation and administration of the MPO budget; monitors expenditures; prepares financial status reports; processes billing, reimbursements, and consultant invoices; tracks funding allocations and match requirements. Assists in managing consultant contracts including scope tracking, deliverable review, invoice review, schedule monitoring, and contract amendments; assists with RFP development and procurement processes. Coordinates MPO Policy Committee, Technical Advisory Committee (TAC), Online Citizens Advisory Committee (OCAC), and other meetings; prepares agendas, packets, resolutions, presentations, and minutes; ensures compliance with public notice requirements. Maintains and updates the MPO website; manages social media platforms; posts plans, meeting materials, public notices, and outreach materials to support transparency and engagement.
SECONDARY DUTIES AND RESPONSIBILITIES
Provides technical transportation support to City, County, transit providers, and WYDOT. Supports public outreach efforts including surveys, workshops, and stakeholder coordination. Maintains procurement documentation, fixed asset records, and related administrative files. Attends professional meetings, conferences, and required evening meetings. Performs related duties and special transportation studies as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of federal transportation planning requirements under FHWA and FTA. Knowledge of federal grant reimbursement procedures, and compliance reporting. Knowledge of governmental budgeting, billing, accounting, and financial tracking processes. Knowledge of consultant contract management and procurement procedures. Knowledge of website content management systems and social media platforms. Skill in written and verbal communication including report writing and presentation development Ability to manage multiple projects, deadlines, budgets, and reporting requirements simultaneously. Ability to interpret plans, maps, technical documents, and financial reports. Ability to establish and maintain effective working relationships with public officials, consultants, staff, and the public.
QUALIFICATIONS FOR THE JOB
Required:
Bachelor's degree in transportation planning, urban planning, engineering, public administration, finance, or a closely related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position .
Preferred:
Experience in federal transportation grant administration, budgeting, and consultant coordination.

While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
Working Environment :
Work closely with others in an office environment utilizing a computer and other office equipment.
Qualifications Required:
