ORGANIZATION AND AREA INFORMATION
Nestled in the central part of Southeastern Arizona's Gila Valley, the City of Safford is a thriving rural Arizona City. With a population of just over ten thousand, it is the largest municipality in Graham County. Incorporated as a town in 1901 and becoming a city in 1955, Safford has become the major hub for Southeastern Arizona. The City of Safford as an organization has multiple different departments and over 230 staff members including full time employees, seasonal employees, volunteer firefighters and councilmembers to staff all the different positions at the City. The City also provides all utilities for its residents and other residents in surrounding areas. In addition to the major utilities of gas, water, electric, sewer, and sanitation, the City has a landfill and airport that service the county.
SUMMARY:
Under limited supervision, the Capital Projects Administrator assists in the advancement of projects through each phase of the CIP process. Supports City Engineer and City departments with implementation, organizing and administering of projects related to design and construction contracts and providing support as needed. This position ensures a project is completed on time, within budget and of the specified quality. In addition, this position may also be responsible for less complex CIP projects from inception to completion.

This is a single class within the Engineering Division of the Public Works Department. This position reports to the City Engineer.

Under limited supervision, manage, coordinate and direct development, redevelopment and capital improvement projects, from establishment of project scope and objectives, procurement and management, design, construction and warranty phases. Manage, organize, coordinate and monitor activities and functions of capital improvement projects in cooperation with other departments and outside agencies, contractors and design professionals. Preparation of the City's 5-year CIP plan. Work with department representatives and other stakeholders to develop and refine capital improvement project scope and objectives. Facilitate the advancement of projects through various phases of implementations; prepares and delivers status reports. Maintain project records and documentation. Work with City department managers and supervisors to determine objectives and set project priorities and completion timelines; assures efficient operations, sound fiscal practices, and effective resource allocation. Receive and review CIP requests and provide responses based on thorough review of needs and standards. Ensure project meets compliance with federal, state and local laws, codes, ordinances and regulations. In collaboration with other Engineering staff, oversees progress and quality of construction; interprets design intent and facilitates solutions. Collaborate with procurement staff and legal staff to prepare requests for proposals/qualifications, manage consultant selection process, prepare or assist in the preparation of plans and specifications, assist in the preparation of contracts for outside professional services and construction services, bid documents; make recommendations for contract award. Manage billing reviews and payment processing for design and construction contracts to ensure timely and accurate compensation for services. Manage federal billing requirements, including the review of certified payrolls for Davis-Bacon prevailing wage compliance and verification of materials compliance with Buy American provisions associated with Federal project billing. Resolve procedural, operational and other project-related problems. Interact with City utility departments, outside utility companies and other agencies to obtain necessary permits and clearances and to ensure regulatory compliance. Maintains project files, databases, and documentation according to City standards. Represent the City at various meetings and events. Support the City's policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures. Work is performed under the supervision of the City Engineer. Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education, Experience, Certifications and Licenses:
High School diploma or equivalent GED certificate. Bachelor Degree in public or business administration, engineering or related field and/or college coursework in construction management, project management, or engineering. Four (4) years work experience in construction/project management and grant administration OR an equivalent combination of training and experience that provides the required knowledge and skills Valid State of Arizona Driver's license.
Required Knowledge and Skills:
Knowledge of City and department procedures, policies and guidelines; Arizona Revised Statutes and records retention; procurement guidelines and City code. Knowledge of capital improvement program requirements. Knowledge of applicable federal, state and local regulations and codes and engineering standards. Knowledge of contract administration, project management, and modern technology. Knowledge of principles and practices of service contract monitoring and administration. Knowledge of City, State and federal codes, ordinances, specifications, policies, procedures and standards that pertain to civil engineering. Skill in establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely. Skill in methods and techniques used in the design and construction of capital projects, including contract negotiation and administration. Skill in initiating and conducting effective meetings for construction protocol. Skill in determining appropriate methodology for successful completion of major projects, including research, planning, contract management and compliance, and current technologies. Skill in project planning, scheduling, monitoring, control systems and budgeting, compute quantities, make cost estimates and evaluate bids and change orders. Skill in operating a personal computer utilizing standard software such as Microsoft Office and some specialized software; functioning standard equipment. Skill in communicating effectively both orally and in writing. Skill in establishing and maintaining effective working relationships with others.
