They have a strong understanding of PreK-12 public education and the ability to translate complex financial, operational, and regulatory information into clear, actionable recommendations for the Superintendent and Governing Board. The successful candidate is a forward-thinking steward of public resources who can develop and manage long-range financial plans, anticipate emerging challenges, align resources with District priorities, and ensure fiscal sustainability while keeping student achievement, well-being, and equitable access at the center of decision-making. Beyond technical expertise, the ideal candidate is a relationship-centered leader who builds trust, develops high-performing teams, and fosters a culture of accountability, responsiveness, collaboration, and continuous improvement. They communicate with clarity and transparency, navigate complex and competing priorities with sound judgment, and work effectively with employees, school leaders, families, community partners, employee representatives, public agencies, and other stakeholders. The successful candidate will bring both the operational expertise and leadership presence necessary to ensure that Business Services is a strategic partner in advancing the District's mission and supporting every school and student. The established Eligibility List will remain in effect for one year. JOB SUMMARY
Executive leadership, strategic advisory role, fiscal responsibility, operations, facilities, and student-centered resource allocation.
THE POSITION
Under direction of the Superintendent, plans, organizes, manages, directs and supervises the personnel, functions and activities of the Business Services Division, including budget development and monitoring, financial accounting, payroll, attendance, purchasing and warehouse operations, risk management, legislative review and monitoring and support for the District's collective bargaining functions. The Assistant Superintendent of Business Services is also responsible for the safety, maintenance, construction and operations of buildings, grounds and equipment of the District, oversees the support services of the District, including maintenance, operations, transportation, food services, energy/safety, deferred and planned maintenance, facilities, coordination and construction. Provides leadership in the acquisition, disposition, leasing, development, and long-range planning of District real property and facilities, as appropriate, and advises the Superintendent and Governing Board regarding facility needs, financing options, and long-term capital improvement priorities. Performs other related work as required. This position reports directly to the Superintendent. Special emphasis shall be to assist the Superintendent and staff in the task of providing leadership in developing, achieving and maintaining the most effective educational program possible by ensuring that fiscal, operational, facilities, and resource allocation decisions are aligned with the District's educational goals and support equitable access to high-quality educational opportunities for all students. Provides financial and operational analysis to assist District leaders in making informed decisions that support student achievement and student well-being. WORK SCHEDULE
The normal work week is full-time (40 hours per week) Monday through Friday with a 225-day paid work year calendar. This position is designated an exempt position and is exempt from overtime. The District does not offer hybrid or remote work.
SALARY & BENEFITS
The salary range for this position is shown below. $205,266.00
  • $212,450.
00 Annually Salary is based on education and experience. In addition, the District provides an excellent array of benefits, including:
Retirement :
Classified employees are part of the CalPERS retirement system. Certificated employees may remain in CalSTRS retirement system.

EDUCATION
: Bachelor's degree in accounting, business administration, educational administration, school finance, or a closely related field, or comparable work experience and evidence of professional growth within the last five years. Doctorate degree not required but preferable.
EXPERIENCE
Minimum of five years of experience in a responsible site-level and cabinet-level administrative position. Experience dealing with operational planning and fiscal-related matters, preferably in a unified school district. Training and experience in supervision and evaluation of personnel.

REPRESENTATIVE DUTIES AND JOB FUNCTIONS
Supervises and coordinates the activities and operations of the Business Services Division. Administers the preparation of the annual budget for all District funds, including details of income and expenditures. Develops and implements a communication system that presents the budget to the Superintendent, Board of Education, and the community in an understandable, usable format. Is responsible for all required financial reports to federal, state, and local agencies. Directs personnel engaged in budget development and monitoring, accounts payable, accounts receivable, payroll, attendance accounting, internal auditing, purchasing and warehousing, printing and risk management. Page Break Serves as the primary advisor to the Superintendent and Governing Board on fiscal, business, facilities, operational, and risk management matters and provides recommendations regarding policies, priorities, financial strategies, and long-term planning. Formulates and recommends to the Superintendent for approval or submission to the Board of Education, policies governing the operation and control of the Business Services Division. Evaluates, on a continuing basis, the administrative support services of the school system; supervises the development of long and short-range plans for the Business Services Division and submits reports to the Superintendent on accomplishments and future activities of the Business Services Division. Assists in the planning, development and implementation of Board policies, administrative regulations and the strategies for achieving District goals and objectives. Prepares reports and recommendations for the Superintendent and the Governing Board, including comprehensive financial data covering all aspects of school finance. Works closely with the Assistant Superintendent of Human Resources, Assistant Superintendent of Education Services, Principals, Directors, Supervisors, and other personnel. Assists in the interview and selection of classified personnel when appropriate. Participates in collective bargaining and labor negotiations as assigned by the Superintendent, providing financial analysis, costing, projections, and recommendations regarding the fiscal impact of proposed agreements. Develops and maintains multi-year financial forecasts and long-range financial plans; analyzes economic, enrollment, legislative, funding, and operational trends; evaluations financial scenarios; and recommends strategies to maintain fiscal stability and long-term fiscal sustainability. Coordinates and manages all matters related to the external auditing of all fiscal aspects of programs and offices in the District. Directs the District's internal audit activities. Supervises the purchasing and warehouse operations. Plans, assigns, reviews and evaluates the quality of work of professional, technical and clerical employees. Attends, participates and speaks at community and professional meetings, conferences or conventions and serves as a District representative to such functions. Serves as one of the Superintendent's primary liaisons to school sites in the District; serves as District liaison to local agencies, including cities and counties. Prepares and coordinates all necessary documents and activities related to school facility planning and construction funding. Coordinates the preparation of plans from the developed educational, performance and equipment specifications for schools and District facilities. Provides executive leadership and strategic counsel to the Superintendent and Governing Board regarding District business, fiscal, facilities, operational, and administrative matters. Collaborates with the Superintendent as part of Cabinet in establishing District priorities, goals, objectives, and long-range plans, ensuring that financial and operational resources are aligned with the District's educational mission and strategic priorities. Supervises periodic updates of the District's web page for the Business Services Division. Develops and maintains effective working relationships with municipal, county, state, and federal agencies; financial institutions; regulatory agencies; professional organizations; community partners; contractors; consultants; and other stakeholders whose work affects District operations and facilities. Establishes goals and objectives for the business support service departments. Develops and implements monitoring to ensure that District and Division goals and objectives are met. Attends Board meetings and participates in deliberations on various matters relating to business, finance, negotiations and legal issues. Effectively coordinates and supervises the alteration, rehabilitation and/or construction of school facilities in conjunction with architects and other planning consultants in accordance with plans and specifications approved by the Board of Education. Provides leadership and oversight for District contracting and procurement activities, including competitive bidding, requests for proposals, vendor selection, contract negotiations, contract administration, and monitoring of vendor performance and compliance. Evaluates District operations, programs, contracts, and services to identify opportunities for cost containment, operational efficiency, resource optimization, and continuous improvement while maintaining or enhancing the quality of services provided to students and staff. Plans, directs and supervises all business services of the Lompoc Unified School District and coordinates these services with the personnel and curriculum/instruction services of the District. Serves as advisor to the Superintendent on all business matters pertaining to the day-to-day operation of the schools which may require attention including providing information and making recommendations as indicated. Meets and confers with area administrators, principals, faculties, student groups, parent groups, and other community groups relative to programs and problems in the various schools of the District. Serves as part of a team responsible for continuing review of District and school management procedures to insure continuing improvement of management operations Manages and coordinates all aspects of construction projects. Provides oversight and financial analysis related to general obligation bonds, certificates of participation, financing arrangements, debt administration, developer fees, and other capital financing mechanisms, as applicable. Builds and maintains a high-performing Business Services organization through effective leadership, communication, professional development, accountability, succession planning, and continuous improvement. Establishes clear performance expectations and accountability measures for Business Services departments and monitors progress toward departmental and District goals. Participates in District emergency preparedness, continuity of operations, disaster response, and recovery planning, particularly as related to fiscal, facilities, transportation, food services, maintenance, and other essential District operations.

REQUIRED QUALIFICATIONS
