JOB DESCRIPTION JOB SUMMARY
Under direct supervision of the Utilities Water Treatment Manager, performs work supporting the division in providing advanced administrative support. The Water Plant Technician assists in developing and implementing standard processes and procedures related to, City Council agenda preparation, financial spreadsheets, budget creation and monitoring, purchase requisitions, time sheet entry and corrections, CMMS work order tracking, historical records, employee training, plant data/activity processes, and presentations.
ESSENTIAL JOB FUNCTIONS
Organizes research in support of special projects associated with Water Plant Operations, coordinates with project teams, supervises the efficient tracking of all work, tasks, and assignments, and prepares and maintains schedules, invoices, status reports, and updates on project costs and activities. Provides support to the Operations and Maintenance divisions including: managing operational budgets, coordinating meetings, project/program documentation, and managing calendars, maintains associated records (operating and training), and supports meeting participants in the preparation and production of materials, reports, organizational charts, presentations, and correspondence. Works with the Division Manager, project teams, and/or supervisors to initiate and provide recommendations as required on workflow processes and/or standard operating procedures (SOP) for daily operations purposes and special projects assignment. Essential Employees may be required to work during a declared or undeclared emergency. Performs other related job duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, Skills and Abilities:
Knowledge of municipal utilities operations and inter-divisional relations. Knowledge of standard office procedures. Skill in critical-thinking application to solve problems by interpreting, evaluating, generating, and implementing solutions. Skill in the English language, oral and written communication using standard business language, grammar and arithmetic. Skill in keeping records and reference files, and assembling/organizing data. Skill in Microsoft Office (Word, Excel, and PowerPoint) and in Adobe programs (Acrobat Pro). Skill in effective communication and organization while serving as a liaison with engineering consultants, contractors, product vendors, and other city personnel. Ability to quickly learn the various division/industry specific software programs. Ability to compose correspondence and handle operating office equipment. Ability to maintain documentation from numerous regulatory agencies, and data systems integration. Ability to work with complex operational challenges and/or situations, and execute the Division Manager's instructions. Ability to communicate effectively with customers, team members, consultants, vendors, other municipalities, and large audiences. Ability to work as a member of a team or individually to complete projects on time and within budget. Ability to respond to ad-hoc requests and complete tasks with minimal instructions. Ability to promote a harmonious atmosphere and smooth flow of business into and out of the Division Manager's office. Ability to adhere and support division organization, programs, and goals. Ability to maintain and establish effective working relationships with the co-workers, city officials, and the general public.
EDUCATION AND EXPERIENCE QUALIFICATIONS
Education and Experience:
High school diploma or GED certificate (Associate's degree preferred) with three (3) or more years of managing multiple projects and/or related experience; or an equivalent combination of education, training and experience.
Special Qualifications:
For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire. Candidates with knowledge of rules, regulations, and procedures associated with a municipality; specifically in potable construction, engineering, plant, and field operations are preferred.
ESSENTIAL PHYSICAL SKILLS PHYSICAL DEMANDS
The work is generally light to medium and may require exerting up to 50 pounds of force rarely, and up to 20 pounds frequently to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required:
Balancing:
Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, or slippery surfaces.
Climbing:
Frequently ascends or descends ladders, stairs, scaffolding, or ramps.

Ability to frequently bend the body downward and forward by bending leg and spine.

Dexterity:
Primarily with fingers, as in picking, pinching, or typing.
Grasping:
Applying pressure with the whole hand.
Handling:
Picking, holding, or otherwise working with the whole hand.
Hearing:
Ability to hear and understand at normal speaking levels with or without correction.
Kneeling:
Ability to frequently bend legs at knee to come to a rest on knee or knees.
Lifting:
Ability to lift and move objects
Mental Acuity:
Ability to make rational decisions. Pulling /

Ability to occasionally move objects up to 50 pounds.
Reaching:
Ability to frequently extend hand(s) and arm(s) in any direction.
Repetitive Motion:
Substantial movements (motions) of the wrist, hands, and/or fingers. Speaking /

Ability to communicate clearly, accurately and concisely through speech.
Standing:
Particularly for sustained periods of time.
Stooping:
Ability to frequently bend body downward and forward by bending spine at the waist.
Visual Acuity:
Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
Walking:
Ability to walk long distances to perform tasks and to move from one job site to another.
