Job Description

Position Summary:
WebHawkx is seeking a highly skilled Senior SAS Administrator and Programmer to support enterprise analytics, data management, and reporting solutions for water and wastewater utility programs. This hybrid role is responsible for administering, optimizing, and maintaining enterprise SAS environments while developing advanced SAS programs, ETL workflows, analytical models, and automated reporting solutions. The successful candidate will support utility operations, infrastructure asset management, regulatory reporting, and decision-support initiatives by integrating data from multiple enterprise systems, including GIS platforms, SCADA systems, customer information systems, and relational databases. Macros, data transformation, statistical analysis, and enterprise data governance.
Essential Functions:
SAS Platform Administration & System Management Administer, configure, maintain, and optimize enterprise SAS environments, including Base
SAS, SAS
Enterprise Guide, and SAS Management Console. Support installation, upgrades, patching, configuration management, and performance tuning of SAS platforms hosted on Linux/Red Hat environments. Manage SAS user access, roles, permissions, metadata security, and integration with enterprise authentication systems such as Active Directory/LDAP. Monitor system performance, troubleshoot technical issues, and support backup, recovery, and disaster recovery procedures. Maintain system documentation, operational procedures, and configuration standards. SAS Programming & Data Engineering Develop, maintain, and optimize SAS programs using Base
SAS, PROC SQL, SAS
Macros, arrays, and advanced programming techniques. Design and implement ETL processes to extract, transform, validate, and load large datasets from enterprise systems. Develop automated batch processes, scheduled workflows, and reusable SAS macros to improve reporting efficiency. Integrate and analyze data from GIS platforms, SCADA systems, customer information systems, Oracle databases, SQL Server, and other enterprise data sources. Perform code reviews, optimization, debugging, and modernization of existing SAS applications and legacy workflows. Analytics, Modeling & Reporting Develop analytical datasets, operational reports, dashboards, and executive-level reporting solutions. Apply SAS analytical tools, including SAS/STAT, SAS/ETS, and SAS/OR, to support predictive analytics, asset management, demand forecasting, and infrastructure performance analysis. Perform exploratory data analysis to identify trends, anomalies, data quality issues, and operational insights. Support development of statistical models for utility operations, infrastructure reliability, and regulatory compliance programs. Create data visualizations, analytical summaries, and reporting products for technical and executive stakeholders. Data Quality, Validation & Compliance Develop automated validation procedures to ensure accuracy, completeness, and consistency of enterprise datasets. Perform data reconciliation, quality checks, and validation testing for reporting and analytical workflows. Prepare technical documentation, metadata descriptions, validation reports, and audit documentation. Support compliance reporting requirements for utility and government programs.
Other Functions:
Collaborate with project managers, engineers, GIS specialists, database administrators, and business stakeholders to understand analytical requirements. Participate in enterprise data governance, process improvement, and digital transformation initiatives. Provide technical guidance, troubleshooting support, and knowledge transfer to internal teams. Support integration between SAS environments and other enterprise platforms, including GIS, asset management systems, and business intelligence tools. Perform additional duties as assigned.
Required Knowledge, Skills, & Abilities:
Strong knowledge of SAS administration, architecture, and enterprise platform management. Advanced programming skills in Base
SAS, PROC SQL, SAS
Macro programming, and data manipulation techniques. Experience developing ETL pipelines and managing large-scale datasets. Knowledge of relational databases including Oracle and SQL Server. Experience with statistical programming, data analytics, and reporting automation. Understanding of data governance, metadata management, security controls, and enterprise data standards. Ability to troubleshoot complex technical issues and optimize system performance. Strong analytical, problem-solving, communication, and documentation skills. Ability to work independently and collaborate effectively with multidisciplinary teams.
Minimum Education & Experience Requirements:
  • Bachelor's degree in Computer Science, Information Technology, Data Analytics, Engineering, Statistics, Mathematics, or related field.
  • Minimum 3 years of professional experience in SAS programming, data management, analytics, or enterprise reporting environments.
Hands-on experience with:
Base SAS SAS Enterprise Guide SAS Management Console
PROC SQL SAS
Macros ETL development Data validation and reporting automation
Additional Requirements:
  • Experience supporting enterprise analytics platforms in government, utilities, infrastructure, healthcare, finance, or other regulated industries.
  • Experience working with large datasets and complex data integration environments.
  • Experience with Linux/Red Hat operating environments preferred.
  • Experience integrating analytics platforms with GIS, asset management, SCADA, or enterprise databases preferred.
  • Ability to support onsite project activities as required. Preference(s): Preferred experience:
  • Experience with SAS Viya administration and deployment.
  • Experience with SAS Cloud Analytics or modern analytics platforms.
  • Knowledge of Python, SQL, R, Java, or other programming languages.
  • Experience with Power BI, Tableau, or other business intelligence platforms.
  • Experience supporting water/wastewater utilities, municipalities, or public infrastructure programs.
  • Familiarity with GIS technologies such as Esri ArcGIS platforms.
  • Experience with DevOps practices, Git repositories, automation tools, or cloud environments.
