Job Description

Are you passionate about both financial accuracy and building strong program foundations? Churchill County is hiring a full-time Administrative Assistant - Grants to support the development of policies and procedures for grant-funded programs, while also managing essential financial oversight. In this critical role, you will help establish and maintain the operational framework that guides grant program implementation. Your responsibilities will include drafting and refining policies and procedures to ensure compliance with grant conditions, regulatory requirements, and internal standards. At the same time, you will manage and track grant funding, assist with budgeting, and handle financial transactions to ensure accurate reporting and fiscal responsibility. As a full-time, regular position, the person hired would be enrolled in the Nevada PERS retirement system. In addition to the salary paid, the county contributes an additional 36.75% into PERS on the employee's behalf (value of $9.19 /hour or $19,100 annually). In addition, the employee will not contribute to Social Security, resulting in an additional 6% in take-home pay (an equivalent of $1.50/hour or $3,100 annually). The county also pays 100% for employee-only health insurance premiums (equivalent to $13,500 annually). An employee in this position will also receive full accruals of vacation leave (8 hours per month) and sick leave (10 hours per month), in addition to 8 hours of pay for 12 paid holidays. POSITION SUMMARY
Responsible for identifying, preparing, and managing grant and cooperative agreement proposals and reports, ensuring compliance with funding requirements, and supporting county goals through grant funded initiatives.
DISTINGUISHING CHARACTERISTICS
This class is distinguished from other County office support classifications in that incumbents provide administrative services specifically for grant funding initiatives. This job description indicates, in general, the nature and levels of work, knowledge, skills, abilities and other essential functions (as covered under the Americans with Disabilities Act) expected of the incumbent. It is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities required of the incumbent. Incumbent may be asked to perform other duties as required. Demonstrates regular, reliable and punctual attendance. Researches and identifies potential funding sources that align with the various county department's needs and goals. Stay's informed about grant opportunities, deadlines and requirements. Assists in developing and writing grant proposals, including narratives, budgets, and other required documentation. Ensures proposals are well written, accurate, and meet the specific requirements of the funding agency. Manages the grant/cooperative agreement lifecycle, from application to reporting and closeout. Tracks grant budgets, expenditures, and deliverables. Prepares and submits grant reports to funding agencies. Ensures compliance with grant regulations, policies and procedures. Maintains accurate records and documentation related to grants and cooperative agreements. Provides guidance and support to staff on grant-related matters. Conducts administrative, budgetary, accounting or other informational and research projects related to grants activities. Develops program policies and procedures related to grant requirements. Prepares a variety of technical, statistical and narrative reports, letters, memos and other written materials. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
High School diploma AND two (2) years of administrative support experience; 2 years of grant writing, budgeting, tracking or reporting experience, OR an equivalent combination of education, training and experience.
Required Knowledge and Skills Knowledge of:
Policies and procedures of the department to which assigned. Use of specified computer applications involving word processing, data entry and/or standard report generation. Use of specified computer applications involving the design and management of databases or spreadsheet files and the development of special report formats. Business arithmetic. Applicable regulations, policies and statutes. Office administrative practices and procedures. Business letter writing and the standard format for typed materials. Record keeping principles and practices. Correct business English, including spelling, grammar and punctuation. Techniques for dealing with the public, in person and over the telephone.
Skill in:
Performing paraprofessional level analytical and programmatic work in a variety of areas/disciplines. Reading and explaining rules, policies and procedures. Analyzing and resolving varied office administrative problems. Organizing, maintaining and researching office files. Compiling and summarizing information and preparing periodic or special reports. Using initiative and independent judgment within established procedural guidelines. Organizing own work, setting priorities and meeting critical deadlines. Contributing effectively to the accomplishment of team or department goals, objectives and activities. Establishing and maintaining effective work relationships with staff, coworkers, and the public.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS
Nevada Notary Public certificate may be required. Nevada driver's license may be required. The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. CONDITIONS OF EMPLOYMENT
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation. New employees are required to submit to a background investigation and if hired for a safety-sensitive position, a drug/alcohol screen. Employment is contingent upon passing the background and the drug/alcohol screen (if applicable).
