Job Description

DISTINGUISHING FEATURES OF THE CLASS

This position involves responsibility for performing clerical and administrative work related to federally funded programs which are managed by the City of Schenectady's Department of Development. The position involves maintaining detailed records and files, assuring purchase orders, and making sure vouchers and invoices are accurate and processed in a timely manner. In addition, the incumbent is responsible for maintaining demographic data on the recipients of federal funds and assisting to report that data to the Federal Government. The incumbent also reviews and monitors project progress and compliance to community organizations regarding Federally funded housing and Consolidated Plan programs. The work is performed under the supervision of Director of Development along with direction from the Community Development Supervisor. Does related work as required.

TYPICAL WORK ACTIVITIES

(Illustrative only): Manages HUD funded project set ups and closeouts; Reviews and checks Community Development vouchers claims, purchase orders and invoices submitted by vendors and/or subrecipients for accuracy and correctness; Assists in following up with vendors and subrecipients for vouchers and reports related to federally funded programs; Maintains records and reports needed to ensure compliance with federal program guidelines; Maintains detailed records of progress reports submitted by vendors and/or subrecipients; Maintains a file of each program or project funded utilizing Federal Funds; Performs a variety of clerical functions related to the position.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS

Good knowledge of community development principles, practices, and procedures, including federally funded programs and neighborhood revitalization activities; working knowledge of community and economic development terminology, real property terminology, and public administration practices; ability to communicate and work effectively with residents, subrecipients, business owners, contractors, developers, municipal staff, and community organizations; ability to provide administrative and programmatic support for community development initiatives and housing-related activities; ability to organize, maintain, and review records, reports, and compliance documentation; ability to prepare correspondence and communicate information clearly both orally and in writing; ability to collect, compile, and analyze demographic, housing, and program-related data; ability to speak before groups and represent the department in a professional manner; ability to establish and maintain effective working relationships with the public and partner agencies; attention to detail, sound judgment, professionalism, and the ability to handle multiple assignments effectively.

MINIMUM QUALIFICATIONS

A) Possession of an associate's degree

• or completion of sixty (60) credit hours from a college or university and one (1) year of experience in the operation of word processing systems and related software; OR B) Graduation from high school or possession of a high school equivalency diploma and three (3) years of experience as defined in (A) above. C) An equivalent combination of training and experience as defined by the limits of (A) and (B), above.
