An Office or Administrative Assistant performs administrative work in an office. Works in a wide variety of office settings, such as a company or business, or a government office or school. Manages paper and electronic files, uses office equipment including computers, responds to phone calls and emails, routes mail and maintains calendars and schedules.
The primary purpose of this position is to serve as the Administrative Officer (AO) supporting the Patient Business Service (PBS) Line at the Chillicothe Veterans Affairs Medical Center - supporting in the overall administrative management of the service provided to the various service lines within Chillicothe Veterans Affairs Medical Center.

Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9
Grade Determinations Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizes software and databases to perform statistical analysis and prepare reports; Maintains and updates SharePoint websites and shared computer drives; Reviews documents, reports, and/or applications for omissions and inconsistencies, and ensures information is complete and accurate; Serves as the Records Control officer (or similar) for a service or department; Supports and establishes internal procedures to secure controls in terms of deadlines, progress reports, directives and projects which involve the service.
OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a successful completion of a master's degree or equivalent graduate degree, two (2) full years of graduate level education leading to such a degree, or LL.B. or J.D. in a related field that demonstrates my ability to perform the duties of this position.

OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level.

Grade Determinations Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participates/presents in meetings with leadership and various interdisciplinary committees to address administrative management issues, resolve problems and provide recommendations both in written form and verbally; Designs and implements policies and procedures to serve as the principal advisor on administrative management programs and issues; Advises on fund shortages, provides recommendations regarding funding or program adjustments, promotes cost consciousness and identifies areas in which savings are possible; Assembles and compiles budget information and maintains running account of funds allocated and expended in all Sub-components to ensure that accounts are within authorized levels.
OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a successful completion of a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher level doctoral education leading to such a degree, or LL.M. in a related field that demonstrates my ability to perform the duties of this position.
