Job Description

The Administrative Program Specialist (Third Party Billing) plays a key role within Student Financial Services, supporting Eastern Oregon University's mission by ensuring accurate, efficient, and student-centered financial operations. This position serves as the primary point of contact for third-party contract billing, working closely with students, military and government agencies, and external partners to coordinate complex billing arrangements and ensure compliance with contractual and regulatory requirements. In this dynamic and detail-oriented role, the incumbent contributes to the financial integrity of the university by managing accounts receivable processes, supporting cash management functions, and delivering responsive, high-quality customer service. This position offers the opportunity to make a meaningful impact on the student experience while collaborating across departments and supporting the university's broader financial operations. Responsibilities Third Party Billing & Contract Management (Primary Focus) Administer third-party billing contracts, including review, setup, and ongoing management Coordinate with students, military personnel, and external sponsors to ensure proper documentation and billing accuracy Monitor compliance with contract terms, including military and government program requirements Adjust budgets and resolve discrepancies related to third-party accounts Generate and manage billing for university services and non-student accounts Accounts Receivable & Billing Operations Process invoices, payments, ACH transactions, and refunds Manage third-party billing cycles, including manual invoicing and monthly statements Reconcile accounts and maintain accurate financial records Support accounts receivable processes, including adjustments and reporting Customer Service & Office Support Provide front-line assistance to students, faculty, staff, and external partners via phone, email, and in person Respond to account inquiries and assist with billing-related questions Maintain procedure manuals and support office operations, including filing and correspondence Cashiering & Program Support Serve as backup cashier, including processing payments and preparing deposits Assist with reporting, research, and special projects within Student Financial Services Support cross-functional financial operations as needed Minimum Qualifications Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR An equivalent combination of training and experience. One year of postsecondary education may be substituted for up to one year of the experience. Proficiency with Microsoft Office (especially Excel and Word), a 10-Key calculator, and general computer systems. Ability to handle confidential financial and student information with discretion. Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.
