Position Title:
WALKER TOWNSHIP MUNICIPAL AUTHORITY TREASURER/SECRETARY II.
Job Summary:
The
WALKER TOWNSHIP MUNICIPAL AUTHORITY TREASURER/SECRETARY
position has primary responsibilities in: a.) the provision and maintenance of an effective Walker Municipal Authority (WTMA)that conducts the business of the WTMA. In this context, the secretary/treasurer may assume supervisory responsibility in these areas including: b.) serving as functional Secretary to the Walker Township Municipal Authority and its Board; and c.) serving as functional Treasurer to the Walker Township Municipal Authority Board, preparing all financial reports and reports regarding utility billing; Treasure will need the ability to be bonded to perform Treasury duties and d.) assisting the Authority staff as these individuals discharge their various duties and responsibilities to the Township. e.) Core Competencies. See attached sheet III. Duties and Responsibilities 1. Answering all questions and complaints, channeling problems as appropriate, and presenting a professional public image of the WTMA to individuals who enter the building. 2. To attend regularly scheduled board meetings of the WTMA and record minutes of such. 3. Maintain files for the Municipal Authority Board including financial receipts and disbursements, monthly customer billing and payments, or delinquencies, and to follow established rules & procedures for timely collection & resolution of delinquent accounts. 4. Maintain all checking, savings, petty cash, or investment accounts and to report the status of these accounts to the Municipal Authority Board and to the Board of Supervisors, if applicable, in a timely manner. 5. Record all water/sewer payments (or causing such) and confirm that the amounts collected match the deposit amount or cause the recording of payments and oversee that payments have been recorded correctly and that deposits are accurate. 6. Make deposits into Revenue Account for water & sewer payments collected (or causing such) and making, and making semi-monthly transfers from the revenue account to water & sewer operating accounts. 7. Prepare, or cause to be prepared, a. the balance of the utility billing software with the accounting software prior to billing customers monthly for water/sewer services, b. the computing and printing of the monthly water/sewer bills, c. the mailing of bills. 8. Presenting all outstanding invoices or bills for approval, and subsequently paying them or causing them to be paid using appropriate Municipal Authority accounts. 9. Preparing meeting materials, including copies of the previous regular meeting minutes and deliver same to all members of the Municipal Authority Board at least three days prior to the date of the next regular meeting. Can be delivered via email as well three days prior. 10. Assisting in the production and writing of the Quarterly Newsletter. 11. Developing and implementing all appropriate office policies and procedures as the need for such arises. 12. Acting as Administrator and contact person for all Municipal Authority Employees health, dental, liability, and worker's compensation insurance plans. 13. Overseeing all benefit programs and performance reports for the Municipal Authority. 14. Ensuring that the WTMA is well supplied, the equipment is working properly, and the environment of the office is conducive to effective work accomplishment. 15. Promptly report any problems or situations that may be unusual or controversial to the Municipal Authority Board. 16. Producing any information pertaining to the Walker Township Municipal Authority as requested by WTMA board members, Board of Supervisor members, or Township/Authority Manager. 17. To be proficient in computer skills needed required to run various software programs such as Quick books, Microsoft Office as required. 18. Perform other duties as may be requested. Experience Proven office management or administrative experience in a fast-paced environment with a focus on clerical duties and customer service excellence. Strong computer skills including proficiency in Microsoft Office (Word, Excel), Google Workspace (Docs, Sheets), and data entry systems. Experience with QuickBooks or similar accounting software is highly desirable for financial recordkeeping. Excellent organizational skills with the ability to multitask effectively while managing time efficiently. Prior experience in front desk operations or multi-line phone systems enhances your ability to handle inquiries professionally. Knowledge of office etiquette, proofreading standards, and document management ensures accuracy and professionalism in all communications. $31,850.00 - $44,720.00 per year
