Job Description

The Borough Secretary/Treasurer is an administrative and financial officer of the Borough, responsible for maintaining official records, supporting Borough Council, Borough Manager, and handling the Borough's financial administration. The position combines the statutory duties of both Borough Secretary and Borough Treasurer as permitted under the Pennsylvania Borough Code.
Appointment and Status:
The Secretary/Treasurer is appointed by Borough Council and serves at the pleasure of Council in accordance with applicable law and Borough ordinances. The position is full-time.
Qualifications:
Experience in municipal administration, public finance, accounting, or a related field. Knowledge of Pennsylvania municipal finance and recordkeeping requirements. Strong organizational, clerical, and communication skills. Proficiency with office and accounting software, QuickBooks on-line. Ability to maintain confidentiality and exercise sound judgment.
Secretary Duties:
Serve as recording secretary for Borough Council meetings and prepare official minutes. Maintain custody of all Borough records, ordinances, resolutions, contracts, and official documents. Prepare meeting notices, advertisements, and correspondence. Process Right-to-Know requests. Maintain administrative records. Process employee employment paperwork.
Treasurer Duties:
Receive, deposit, and disburse Borough funds in accordance with law. Maintain accurate records of receipts and expenditures. Assist with budget preparation and financial reporting. Coordinate audits and financial reviews. Bond Requirement The Secretary/Treasurer shall be bonded in an amount established by Borough Council, with the cost paid by the Borough.
Working Conditions:
Work is primarily performed in an office setting and will require attendance at evening meetings and adherence to statutory deadlines.
Pay:
$60,000.00 per year
