Oregon Human Development Corporation (OHDC) is a culturally specific community action nonprofit that has been providing workforce development, emergency housing assistance, and associated services for farmworkers throughout Oregon since 1979. These services include support, referral, advocacy, resources, assistance, and education in both Oregon and Northern Nevada.PROGRAM COMPLIANCE ASSISTANT OVERVIEW
The Program Compliance Assistant is responsible for reviewing client applications and supporting documentation to ensure accuracy, completeness, and compliance with OHDC's energy assistance program requirements. This position will make eligibility determinations, provide clear feedback to intake staff, and maintain accurate records in case management systems to support timely and consistent service delivery. The Program Compliance Assistant will manage a high-volume caseload, applying established guidelines and documentation standards to ensure all determinations align with federal, state, and program-specific requirements. This role works closely with intake staff and program team members to support efficient application processing and uphold program compliance. This is a part-time, hybrid, temporary position based in Oregon or Nevada. Funding for the position is secured through October 30, 2026 with potential for an expanded term of service.ESSENTIAL RESPONSIBILITIES
Review completed client applications and supporting documentation to determine eligibility for energy assistance programs in accordance with established guidelines Make accurate and timely eligibility determinations (approve, deny, or return for correction) based on program rules and documentation standards Identify missing, inconsistent, or unclear information and return files to intake staff with clear, actionable feedback Enter eligibility decisions and maintain detailed, accurate case notes in the case management system Maintain assigned review caseload and meet established productivity and turnaround expectations Ensure all determinations align with federal, state, and program-specific requirements, escalating complex or unclear cases to the Energy Programs Assistant/Manager as appropriate Maintain strict confidentiality of client information and adhere to all data security and documentation standards Collaborate remotely with intake staff and program team members to support efficient application flow and timely service delivery Follow established review protocols, checklists, and quality standards to ensure consistency across files Flag recurring documentation issues or intake errors to support continuous improvement of application quality Use the OPUS database system to review, verify, and update energy intake application data as needed. Identify opportunities to improve internal workflows, file review processes, and compliance systems, and support implementation of process improvementsORGANIZATIONAL RESPONSIBILITIES

Experience reviewing documents, applications, or case files for accuracy, completeness, and compliance Strong attention to detail; ability to identify errors, inconsistencies, or missing information Ability to apply rules/guidelines consistently and make sound, well-documented decisions Clear written and verbal communication skills, including the ability to provide specific, actionable feedback Ability to work independently in a remote environment, manage workload, and meet deadlines with minimal supervision Strong organizational skills and ability to manage repetitive or high-volume work while maintaining accuracy Proficiency with Microsoft Office 365 and ability to learn and use case management or data systemsPREFERRED QUALIFICATIONS
Prior experience in eligibility determination, case management, or compliance review Familiarity with income verification, documentation standards, or public program requirements Experience with energy assistance programs (e.g., LIHEAP) or similar public benefit eligibility programs Experience working in a nonprofit, human services, or community action setting Experience working in a remote or distributed team environment Bilingual Spanish/English Even if you do not meet our preferred qualifications, we still want to hear from you!
