Assistant EMS Administrator About Kendall County EMS Kendall County EMS is a county-operated emergency medical service headquartered in Kendall County. We provide 911 response across a fast-growing region supported by multiple contracted First Responder Organizations (FROs). Summary Under the general supervision of the EMS Administrator, the Assistant EMS Administrator provides operational oversight, supervises EMS personnel, ensures clinical readiness, and helps coordinate system-wide training and quality improvement. This position requires a leader who is organized, adaptable, clinically competent, and able to work well with both County EMS staff and contracted FRO partners. The ideal candidate is proactive, communicates clearly, and supports the Administrator and Medical Director Essential Duties and Responsibilities Operational Oversight
  • Assist in managing all day-to-day EMS field operations, staffing, coverage, and deployment.
  • Ensure compliance with Texas DSHS, DEA, DOT, and all regulatory requirements.
  • Conduct station and unit inspections to ensure equipment readiness, cleanliness, and safety.
  • Respond to calls when needed and provide high-quality patient care consistent with clinical operating guidelines (COGs). Personnel Leadership
  • Supervise EMTs and Paramedics within a County-operated transport agency, including scheduling, training oversight, coaching, discipline, and performance evaluations.
  • Foster and support a positive, professional culture focused on continuous improvement and high standards.
  • Ensure EMS personnel maintain required certifications and participate in ongoing training.
  • Provide training opportunities for FRO members to support consistent systemwide readiness.
  • Schedules meetings with the Administrator, Medical Director and Command Staff. Clinical Quality & Training Coordination
  • Support the EMS Administrator and Medical Director in implementing clinical updates.
  • Help coordinate uniform training opportunities for EMS personnel and contracted FROs, including skills refreshers, continuing education, and equipment familiarization.
  • Assist in administering a transparent quality assurance/quality improvement (QA/QI) process, providing feedback loops to both EMS staff and FROs.
  • Help ensure all required documentation, exposure control plans, and medication/equipment logs are maintained across the system. FRO & Interagency Collaboration
  • On request, serve as a point of coordination for contracted FROs on training, COG updates, compliance questions, and documentation expectations, using a uniform platform where applicable.
  • Help foster a collaborative, respectful relationship across all agencies working under the County EMS system. Required Qualifications
  • High school diploma or GED (preferred: associate or bachelor's degree in EMS management, emergency management, public administration, or a related field).
  • Must possess a valid Texas driver's license.
  • Current Texas DSHS Paramedic certification.
  • Minimum 10 years of 911 EMS field experience, including 5 years supervisory or training experience.
  • Strong understanding of EMS operations, clinical protocols, QA/QI principles, and Texas EMS regulatory requirements.
  • Strong knowledge of HIPAA privacy and security requirements and proper handling of protected health information (PHI).
  • Demonstrate strong leadership, communication, and interpersonal skills.
  • Ability to work calmly and effectively under pressure.
  • Must possess Texas DSHS Paramedic Certification or license; CPR (BLS) Certification, ACLS Certification, PALS certification, PHTLS certification; instructor certifications in
AHA CPR, ACLS, PALS, NAEMT
PHTLS and have completed NIMS 100, 200, 300, 400, 700, and 800. Preferred Qualifications

  • Assist the EMS Administrator with budgeting, purchasing, inventory, and resource planning.
  • Maintain accurate operational records and ensure timely reporting.
  • Provide clear, professional communication to staff, FROs, county officials, and stakeholders.
Additional Information Language skills:
Strong oral and written communication skills in the English language. Ability to effectively provide information and positively respond to questions from external and internal customers in person and by phone. Ability to write routine reports and correspondence. Ability to effectively present information in one-on-one and small group situations to clients and other employees of the organization.
Mathematical skills:
Must be able to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Must be able to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning ability:
Must be able to apply common sense to carry out instructions provided in written, oral, or diagram form. Ability to multi- task and problem solve in an emergency setting. Ability to define problems, collect data, establish facts, draw valid conclusions and attempt assistance. Investigates matters of considerable impact and must routinely deal with emotional and possibly uncooperative individuals.
